HOUSE RESOLUTION

 
2     WHEREAS, The City of Naperville has implemented a database
3 to identify persons with disabilities and their prospective
4 issues regarding emergency assistance in conjunction with
5 Illinois' 911 emergency assistance line; and
 
6     WHEREAS, The City of Naperville has adopted the Medical
7 Emergency and Disability Information on Computer program
8 (MEDIC); this database tracks pertinent information about
9 citizens who may require special consideration in emergencies;
10 prior to arrival on the scene, this program allows the 9-1-1
11 emergency operators to alert emergency medical personnel of any
12 life-threatening medical conditions or fire and police
13 personnel of persons with disabilities who may require special
14 assistance during an emergency; and
 
15     WHEREAS, The database is compiled and updated by local fire
16 districts upon the specific request of those citizens with a
17 physical or mental disability within their areas of concern;
18 and
 
19     WHEREAS, The information is provided to the 9-1-1 emergency
20 response program with local obligation; and
 
21     WHEREAS, The database is updated by the local fire
22 districts on a yearly basis with immediate updates concerning a
23 change in a citizen's situation as well; and
 
24     WHEREAS, The success of the MEDIC program within the City
25 of Naperville should be recognized; implementation of a program
26 such as this should be seriously examined by other local
27 governments; and
 
28     WHEREAS, Local first responders' understanding of their
29 surroundings during an emergency response greatly improves the

1 chances of citizen safety; and
 
2     WHEREAS, Additionally, those in the community who are in
3 need of special assistance, especially the senior citizens and
4 persons with disabilities, deserve the best protection and
5 emergency awareness that the first responders and communities
6 can provide; therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 we recognize and support statewide awareness of the MEDIC
10 program and its potential for saving lives, not only in the
11 City of Naperville, but throughout the State of Illinois.
