HOUSE RESOLUTION

WHEREAS, In 1964, eight visionary founders: Lady Franchell Boswell, Lady Ina Bolton Brown, Lady Augusta Cash Latham, Lady Ozell Dean, Lady Willie Lee Glass, Lady LaVerne Madlock, Lady Ruth Payne Smith, and Lady Georgia Presswood blazed the trails to provide direction for all chapters of Top Ladies of Distinction, Incorporated, to follow, as they render service to mankind; and

WHEREAS, In 1984, Mrs. Peggy Lewis LeCompte, educator, civic and social leader, club woman, and board member of numerous service agencies in the metropolitan St. Louis area contacted other like-minded women to unite their energies to better serve the community; and

WHEREAS, Forty enthusiastic, committed, and dynamic women were convened to discuss Top Ladies of Distinction, Inc., which would provide a common agenda to share their collective talents; and

WHEREAS, Top Ladies of Distinction, Inc., has as its Programmatic Thrusts, service to Top Teens of America, Senior Citizens, Status of Women, Community Beautification, and Community Partnerships; these 40 women felt compelled to join with chapters throughout the United States to provide services in their respective communities; and

WHEREAS, On January 20, 1985, chartered as the East St. Louis Chapter, 40 women from across the metro east St. Louis area united and pledged to carry out the principles and goals of this illustrious organization known as Top Ladies of Distinction, Incorporated; and

WHEREAS, The East St. Louis Chapter, 20 years later, continues to fulfill its pledge through services in the metropolitan area; the East St. Louis Chapter and its national organization of Top Ladies of Distinction, Inc., are strengthened by inducting new members to help carry out the vision of the founders; and

WHEREAS, On January 30, 2005, the East St. Louis Chapter is celebrating the 20th Anniversary of the charter, inducting new members, and will have Founder Lady Ozell Dean present to commemorate this occasion; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the diligence, commitment, and dedicated services performed by the East St. Louis Chapter of Top Ladies of Distinction, Incorporated, and we salute the organization on its Chartering Anniversary on January 30, 2005; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the East St. Louis Chapter of Top Ladies of Distinction, Incorporated as an expression of our deepest respect and esteem.
