| HOUSE RESOLUTION

| WHEREAS, The members of the House of Representatives of the |
| 3 |
| State of Illinois are pleased to congratulate James F. Russ, |
| 4 |
| Jr., P.C. on being named the 2004 Citizen of the Year by the |
| 5 |
| Downers Grove Area Chamber of Commerce and Industry; and
|
| 6 |
| WHEREAS, Mr. Russ was selected from the nominations |
| 7 |
| submitted by members of the Chamber and the community; his |
| 8 |
| volunteer efforts have benefitted the Downers Grove community |
| 9 |
| for many years; and
|
| 10 |
| WHEREAS, Mr. Russ was one of the founding members of |
| 11 |
| Character Counts, and has been instrumental in the success of |
| 12 |
| Healthy Communities; he has been a member of the village's |
| 13 |
| Design Review Committee for years; and
|
| 14 |
| WHEREAS, He is a Grove Foundation member, on the District |
| 15 |
| 99 financial advisory committee, and served on the District 58 |
| 16 |
| referendum committee; he has served as Chairman of the Board of |
| 17 |
| the Downtown Downers Grove Management Association since its |
| 18 |
| inception nearly seven years ago; and
|
| 19 |
| WHEREAS, Mr. Russ has been actively involved with the |
| 20 |
| Downers Grove Chamber of Commerce on a volunteer basis since |
| 21 |
| 1988; he has served as Chairman of the Board and many years as |
| 22 |
| legal counsel, and has been active on several committees, |
| 23 |
| including the legislative committee; he started his |
| 24 |
| involvement many years ago as an ambassador for the Chamber; |
| 25 |
| therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 27 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 28 |
| we congratulate James F. Russ, Jr., P.C. on being named the |
| 29 |
| 2004 Citizen of the Year by the Downers Grove Area Chamber of |
| 30 |
