HOUSE RESOLUTION

 
2     WHEREAS, The House of Representatives understands the
3 dangers that exposure to the manufacture of methamphetamine and
4 the use of that substance by the parents of children pose to
5 the physical and mental well-being of those children as well as
6 to others who are in a supervisory position to those children;
7 and
 
8     WHEREAS, Public school personnel are mandated reporters
9 under the Abused and Neglected Child Reporting Act; and
 
10     WHEREAS, The State Board of Education has power to
11 supervise all the public schools in the State; and
 
12     WHEREAS, Illinois law recognizes that teachers stand in
13 loco parentis to a child during his or her attendance at
14 school; and
 
15     WHEREAS, The adoption of internal protocols by the State
16 Board of Education for employees of public schools that will
17 aid these employees in recognizing sites in which
18 methamphetamine is being manufactured and in recognizing how to
19 identify methamphetamine addicts and children of
20 methamphetamine addicts may aid in their protection and in the
21 protection of children exposed to methamphetamine or the use of
22 methamphetamine by their parents and may assist in the removal
23 of these children from that hazardous environment; therefore,
24 be it
 
25     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
26 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
27 we urge the State Board of Education to adopt protocols for
28 employees of public schools that will aid these employees in
29 recognizing sites in which methamphetamine is being
30 manufactured and in recognizing how to identify

1 methamphetamine addicts and children of methamphetamine
2 addicts; and be it further
 
3     RESOLVED, That a copy of this resolution be presented to
4 the chairperson of the State Board of Education.
