HOUSE RESOLUTION

 
2     WHEREAS, Associate Judge John Mannion has retired from the
3 bench after a distinguished judicial career of 22 years; and
 
4     WHEREAS, John Mannion was born on the South Side of Chicago
5 in 1936; he was raised in Visitation and St. Sabina parishes
6 and attended St. Ignatius and Leo high schools; and
 
7     WHEREAS, He served in the United States Air Force, joining
8 in 1957; he joined the Chicago Police Department in 1961; he
9 married in 1963 and together he and his wife raised four
10 children; and
 
11     WHEREAS, In 1968 John Mannion received his college degree
12 from Loyola University in Chicago; in 1974 he received his law
13 degree from the Chicago-Kent College of Law, attending night
14 classes while also serving as a police officer; and
 
15     WHEREAS, John Mannion served 14 years as a Chicago police
16 officer, including six years as a homicide detective; he and
17 his partners won the police superintendent's award of valor
18 after struggling with a robber who had stabbed three people;
19 and
 
20     WHEREAS, After receiving his law degree he served first as
21 a prosecutor for 10 years, then began his 22-year career as an
22 Associate Judge in the Criminal Division of the Cook County
23 Circuit Court; and
 
24     WHEREAS, The South Suburban Association of Chiefs of Police
25 ranked Judge Mannion second for his positive qualities out of
26 41 judges ranked in 1999; another report ranked him third out
27 of 49 judges in requests for substitution of judges in criminal
28 cases, all of these requests coming from defense lawyers; and

1     WHEREAS, Judge Mannion, who came up from the streets,
2 quotes Shakespeare, and has a phenomenal knowledge of
3 literature, history, and current events, has earned the respect
4 and gratitude of the entire community for his unswerving
5 dedication to the legal system and to his community; and
 
6     WHEREAS, Judge Mannion was honored on his last day in
7 court, September 19, 2006, when childhood friends and his
8 former police partner, John Neary, came out of the lockup and
9 appeared before the bench for his final day in the courtroom;
10 therefore, be it
 
11     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13 we congratulate Associate Judge John Mannion on his retirement
14 and express our sincere appreciation for his exemplary service
15 to the people of Illinois; and be it further
 
16     RESOLVED, That a suitable copy of this resolution be
17 presented to Associate Judge John Mannion.
