HOUSE RESOLUTION

 
2     WHEREAS, The House of Representatives recognizes the
3 dangers posed to children exposed to sites where
4 methamphetamine is manufactured; and
 
5     WHEREAS, Children of methamphetamine addicts are at great
6 risk of abuse and neglect and their physical health is at risk;
7 and
 
8     WHEREAS, A safe environment for these children away from
9 addictive parents must be found; and
 
10     WHEREAS, The Department of Children and Family Services is
11 charged with the responsibility of protecting children found to
12 be neglected, abused, or dependent; and
 
13     WHEREAS, Department of Children and Family Services
14 workers are often the first persons to encounter
15 methamphetamine manufacturing sites and they need to be
16 protected from the dangers of methamphetamine manufacturing
17 sites and methamphetamine addicts; and
 
18     WHEREAS, Specified protocols are necessary so that
19 Department employees recognize how to identify sites used to
20 manufacture methamphetamine and how to identify parents who are
21 methamphetamine addicts so as to place these children of
22 methamphetamine addicts in a safe environment; and
 
23     WHEREAS, The Juvenile Court Act of 1987 contains procedures
24 by which abused and neglected minors may be removed from
25 parental custody and placed under the protection of the
26 Department or in another suitable home; therefore, be it
 
27     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
28 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1 we urge the Department of Children and Family Services to adopt
2 internal protocols so that Department employees will be able to
3 recognize how to identify sites used to manufacture
4 methamphetamine and how to identify parents who are
5 methamphetamine addicts and children exposed to
6 methamphetamine manufacture and use; and be it further
 
7     RESOLVED, That a copy of this resolution be presented to
8 the Director of Children and Family Services.
