HOUSE RESOLUTION

WHEREAS, The House of Representatives recognizes the dangers posed to children exposed to sites where methamphetamine is manufactured; and

WHEREAS, Children of methamphetamine addicts are at great risk of abuse and neglect and their physical health is at risk; and

WHEREAS, A safe environment for these children away from addictive parents must be found; and

WHEREAS, The Department of Children and Family Services is charged with the responsibility of protecting children found to be neglected, abused, or dependent; and

WHEREAS, Department of Children and Family Services workers are often the first persons to encounter methamphetamine manufacturing sites and they need to be protected from the dangers of methamphetamine manufacturing sites and methamphetamine addicts; and

WHEREAS, Specified protocols are necessary so that Department employees recognize how to identify sites used to manufacture methamphetamine and how to identify parents who are methamphetamine addicts so as to place these children of methamphetamine addicts in a safe environment; and

WHEREAS, The Juvenile Court Act of 1987 contains procedures by which abused and neglected minors may be removed from parental custody and placed under the protection of the Department or in another suitable home; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Department of Children and Family Services to adopt internal protocols so that Department employees will be able to recognize how to identify sites used to manufacture methamphetamine and how to identify parents who are methamphetamine addicts and children exposed to methamphetamine manufacture and use; and be it further

RESOLVED, That a copy of this resolution be presented to the Director of Children and Family Services.
