| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, Sexual predators are a constant danger to all |
| 3 |
| citizens of Illinois, especially children; and
|
| 4 |
| WHEREAS, Children, women, and all victims must be kept safe |
| 5 |
| from sexual predators; and
|
| 6 |
| WHEREAS, Law enforcement and State's Attorneys need any and |
| 7 |
| all tools available to track, arrest, and prosecute sexual |
| 8 |
| predators; and
|
| 9 |
| WHEREAS, Sexual predators must be kept away from children |
| 10 |
| and other potential victims; and
|
| 11 |
| WHEREAS, The Illinois House of Representatives will be |
| 12 |
| considering House Bill 5809 which provides that a person of the |
| 13 |
| age of 17 years and upwards commits the offense of indecent |
| 14 |
| solicitation of a child if the person, by means of the |
| 15 |
| Internet, discusses actual or simulated sex acts with a child |
| 16 |
| or with one whom he or she believes to be a child, and provides |
| 17 |
| that it is not a defense to this provision that the person did |
| 18 |
| not solicit the child to perform a sex act with the person, and |
| 19 |
| makes a violation of this provision a Class 4 felony; and
|
| 20 |
| WHEREAS, A federal statute to address sexual communication |
| 21 |
| with persons under the age of 17 is necessary to ensure the |
| 22 |
| safety of all children; therefore, be it
|
| 23 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 24 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 25 |
| we urge the United States Congress to consider and pass the |
| 26 |
| same or substantially similar legislation to achieve the same |
| 27 |
| purpose as House Bill 5809; and be it further
