HOUSE RESOLUTION

 
2     WHEREAS, October 16th is National Feral Cat Day (NFCD), a
3 day dedicated to educating communities about
4 Trap-Neuter-Return (TNR), the only humane, effective, and
5 cost-effective means of reducing stray and feral cat
6 populations; and
 
7     WHEREAS, TNR stops the cycle of breeding, ends the killing
8 of healthy animals, and reduces complaints about and costs
9 associated with feral cats; and
 
10     WHEREAS, Scientific evidence and experience in the United
11 States and other countries demonstrates that non-lethal TNR,
12 accompanied by ongoing feral cat colony management, is the only
13 way to reduce feral cat populations in the long-term; and
 
14     WHEREAS, Caring individuals and groups are effectively
15 applying TNR to feral cat colonies all across Illinois;
16 therefore, be it
 
17     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19 we endorse non-lethal Trap-Neuter-Return (TNR), when
20 accompanied by ongoing feral cat management, as the most
21 effective, humane method of reducing feral cat populations in
22 Illinois; and be it further
 
23     RESOLVED, That we recognize October 16, 2006, National
24 Feral Cat Day, and we encourage all citizens to support
25 Trap-Neuter-Return for feral cats throughout the State of
26 Illinois.
