HOUSE RESOLUTION

WHEREAS, Pastor Walstone Elisha Francis will celebrate his 14th anniversary as pastor of Shiloh Baptist Church of Waukegan this year; and

WHEREAS, A native of Naussau, Bahamas, Pastor Francis was called to pastor Shiloh Baptist Church of Waukegan on January 8, 1992; he assumed the pastorate on Sunday, March 1, 1992, and on Sunday, May 3, 1992, he was officially installed as pastor by Dr. Earle Francis and Pastor Wellington Johnson; he became a United States citizen in 1994; and

WHEREAS, He is currently an instructor for Sister Theresa B. Stackhouse Leadership School, Baptist General State Congress of Christian Education, and the Congress of Christian Education of the National Baptist Convention, USA, Inc.; he is also a volunteer chaplain; Fourth Vice-president and Chairman of Foreign Missions for the Baptist General Convention of Illinois; an adult writer for the Sunday School Publishing Board of the National Baptist Convention, USA, Inc.; and organizer and moderator of the Lake Shore Baptist District in Waukegan and the vicinity; and

WHEREAS, During his pastorate at Shiloh, he has crowned seven deacons, six in Shiloh; licensed ten ministers, seven in Shiloh; and has ordained six preachers to the gospel ministry, three in Shiloh; and

WHEREAS, Pastor Francis is renowned and highly regarded in the Christian ministry as a pastor, preacher, and teacher of the gospel; and

WHEREAS, He is married to Mrs. Angelica Rene Otey Williams; they are the parents of one son, one daughter, and four adopted children, and the proud grandparents of five; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Pastor Francis on the occasion of his 14th anniversary as pastor of Shiloh Baptist Church of Waukegan; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Pastor Francis as an expression of our esteem.
