HOUSE RESOLUTION

 
2     WHEREAS, Neglected maintenance leads to more than 2,600
3 deaths, nearly 100,000 disabling injuries, and more than
4 $2,000,000,000 in lost wages, medical expenses, and property
5 damage in the United States every year; and
 
6     WHEREAS, Over 70% of the vehicles on the road today are in
7 need of some type of preventive maintenance; and
 
8     WHEREAS, According to the U.S. Environmental Protection
9 Agency, 30% of vehicles are responsible for the majority of
10 pollution emanating from motor vehicles; and
 
11     WHEREAS, Through proper maintenance, a 10-year-old car can
12 produce less emissions than a poorly maintained 5-year-old
13 vehicle; and
 
14     WHEREAS, Disabled vehicles are a major cause of highway
15 congestion, which is avoidable with proper maintenance of
16 critical vehicle systems; and
 
17     WHEREAS, Proper maintenance of key safety systems, such as
18 brakes, air bags, and lights, will help the State reduce
19 accidents and the accompanying injuries and fatalities; and
 
20     WHEREAS, Proper maintenance will reduce fuel usage by cars,
21 therefore saving car owners money and reducing the emission of
22 greenhouse gases; and
 
23     WHEREAS, Proper maintenance of the State's vehicle fleet
24 will reduce long term operating costs and the need to purchase
25 new vehicles; therefore, be it
 
26     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1 April 2005 is officially designated as Car Care Month, and all
2 motorists and State vehicle fleet administrators are urged to
3 "Be Car Care Aware", to inspect their vehicles, and to perform,
4 or have performed, all maintenance necessary to ensure their
5 vehicle is operating in a safe, efficient, and clean manner;
6 and be it further
 
7     RESOLVED, That suitable copies of this resolution be
8 delivered to the Governor, the Secretary of State, the
9 Secretary of Transportation, and the Director of the Illinois
10 Environmental Protection Agency.
