HOUSE RESOLUTION

WHEREAS, The members of the House of Representatives of the State of Illinois learned with sadness of the death of Hanover Park Mayor Irwin A. Bock on Thursday, March 9, 2006; and

WHEREAS, Mayor Bock had served as Village President of Hanover Park since 1997; he was re-elected twice, both times running unopposed; prior to serving as mayor, he was a three-term Village Trustee first elected in 1985; he is remembered for his candid commentary, positive perspective, and sustaining support; and

WHEREAS, During his tenure as mayor, numerous public improvement projects and programs were completed, including the completion of the Lake Street reconstruction, the development of the Church Street and Lake Street condominium complexes, and construction of a new fire station was initiated; residential and commercial development flourished; water and waste water systems were improved; and his guidance was instrumental in all Village activity; and

WHEREAS, In addition to holding the Chief Elected position in Hanover Park, Mayor Bock was extensively involved with intergovernmental agencies; he was serving as President of the Northwest Municipal Conference, a council of governments representing 50 suburban communities in northwest Cook County; he also was Chairman of the Board of Directors for DUCOMM, a public safety dispatch agency, which provides police and fire communications for numerous DuPage County municipalities, a board member of NSACI, the Northwest Suburban Alliance for Commerce and Industry, and on the Board of Directors of the Joint Action Water Agency (JAWA), which supplies Lake Michigan water to seven communities; in addition, over his 23-year public service career, Mayor Bock served as Vice President of the Illinois Municipal League and was a member of the Metropolitan Mayors Caucus, the National League of Cities, and the U.S. Conference of Mayors; he started his public service career as a member of the Village's Zoning Board of Appeals; and

WHEREAS, Mayor Bock had a special interest and expertise in public safety; he was a City of Chicago Police Officer for 25 years and a volunteer for the Ontarioville Fire Protection District, the predecessor of the Village's Fire Department; he was instrumental in the establishment of a municipal fire department; as a champion of public safety services, he understood the importance of first response police and fire personnel; and

WHEREAS, The passing of Mayor Irwin A. Bock has been deeply felt by many; he was the beloved husband of Carol (nee Sykes); devoted father of Cheryl (Don) Stoneburg and Jeff Bock; dear grandfather of Andrea, Daniel, and Nicholas Stoneburg; loving son of the late Irwin and the late Martha; dear brother of Robert (the late Patricia) Bock; beloved brother-in-law of Anthony (Gloria) Claravino and Jeff (Bonnie) Weiss; and dear uncle and great-uncle of many nieces and nephews; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Mayor Irwin A. Bock, and we extend our deepest sympathy to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to his family as an expression of our sincerest condolences.
