HOUSE JOINT RESOLUTION

 
2     WHEREAS, In 1997, Section 6.9 was added to the State
3 Employees Group Insurance Act of 1971 (5 ILCS 375/6.9); the new
4 statute called for the establishment of a uniform program of
5 health benefits for certain community college benefit
6 recipients and their dependent beneficiaries, to be under the
7 administration of the Department of Central Management
8 Services; this program is now known as the College Insurance
9 Program; and
 
10     WHEREAS, Participating retirees, current employees, and
11 affected community college employers have suggested that it is
12 time for an evaluation of the College Insurance Program; and
 
13     WHEREAS, The City Colleges of Chicago, administered under
14 Article VII of the Public Community College Act, are expressly
15 excluded from the College Insurance Program under the statute;
16 and
 
17     WHEREAS, The City Colleges of Chicago, and their employees
18 and retirees, have sought to be included in the College
19 Insurance Program; therefore, be it
 
20     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
21 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
22 SENATE CONCURRING HEREIN, that there is created the Joint Task
23 Force on the College Insurance Program, consisting of the
24 following members: one chairperson appointed by the Governor,
25 one member appointed by the President of the Senate, one member
26 appointed by the Minority Leader of the Senate, one member
27 appointed by the Speaker of the House of Representatives, one
28 member appointed by the Minority Leader of the House of
29 Representatives, and 5 members appointed by the Governor, one
30 each representing (i) a statewide organization representing
31 community college trustees, (ii) a statewide retirees

1 association, (iii) an education labor organization
2 representing teachers primarily in Cook County, (iv) a
3 statewide education labor organization representing teachers,
4 and (v) a community college currently participating in the
5 College Insurance Program; and that these appointments shall be
6 made by June 1, 2006; and be it further
 
7     RESOLVED, That the following officials shall serve, ex
8 officio, as members of the Task Force: the Director of the
9 Governor's Office of Management and Budget, the Chancellor of
10 the City Colleges of Chicago, and the Chairman of the Illinois
11 Community College Board; and be it further
 
12     RESOLVED, That the Task Force shall (1) investigate the
13 current state of the College Insurance Program and (2) consider
14 the inclusion of the retirees of the City Colleges of Chicago,
15 and shall report its findings and recommendations to the
16 General Assembly by October 31, 2006; and be it further
 
17     RESOLVED, That the Department of Healthcare and Family
18 Services shall provide staff support to the Task Force, as
19 necessary; and be it further
 
20     RESOLVED, That copies of this resolution be delivered to
21 the Governor, the Director of the Governor's Office of
22 Management and Budget, the Chancellor of the City Colleges of
23 Chicago, and the Chairman of the Illinois Community College
24 Board.
