SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-663 new

    Amends the Illinois Vehicle Code and the State Finance Act. Authorizes special license plates designated as Boy Scout and Girl Scout plates. Provides for increased fees for these plates, to be deposited into the Secretary of State Special License Plate Fund and the Boy Scout and Girl Scout Fund. Creates the Boy Scout and Girl Scout Fund as a special fund in the State treasury. Provides that all moneys in the Boy Scouts and Girl Scouts Fund shall, subject to appropriation by the General Assembly and approval by the Secretary, be paid as grants, to be divided equally between the Illinois divisions of the Boy Scouts of America and the Girl Scouts of America. Effective January 1, 2006.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.640 as follows:
 
6     (30 ILCS 105/5.640 new)
7     Sec. 5.640. The Boy Scout and Girl Scout Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-663 as follows:
 
10     (625 ILCS 5/3-663 new)
11     Sec. 3-663. Boy Scout and Girl Scout license plates.
12     (a) The Secretary, upon receipt of an application made in
13 the form prescribed by the Secretary, may issue special
14 registration plates designated to be Boy Scout and Girl Scout
15 plates. The special plates issued under this Section shall be
16 affixed only to passenger vehicles of the first division or
17 motor vehicles of the second division weighing not more than
18 8,000 pounds. Plates issued under this Section shall expire
19 according to the multi-year procedure established by Section
20 3-414.1 of this Code.
21     (b) The design and color of the plates shall be wholly
22 within the discretion of the Secretary. Appropriate
23 documentation, as determined by the Secretary, shall accompany
24 the application.
25     (c) An applicant shall be charged a $40 fee for original
26 issuance in addition to the appropriate registration fee, if
27 applicable. Of this fee, $25 shall be deposited into the Boy
28 Scout and Girl Scout Fund as created by this Section and $15
29 shall be deposited into the Secretary of State Special License
30 Plate Fund to be used by the Secretary to help defray the

1 administrative processing costs. For each registration renewal
2 period a $27 fee, in addition to the appropriate registration
3 fee, shall be charged. Of this fee, $25 shall be deposited into
4 the Boy Scout and Girl Scout Fund and $2 shall be deposited
5 into the Secretary of State Special License Plate Fund.
6     (d) The Boy Scout and Girl Scout Fund is created as a
7 special fund in the State treasury. All moneys in the Boy Scout
8 and Girl Scout Fund shall, subject to appropriation by the
9 General Assembly and approval by the Secretary, be paid as
10 grants, to be divided equally between the Illinois divisions of
11 the Boys Scouts of America and the Girl Scouts of America.
 
12     Section 99. Effective date. This Act takes effect January
13 1, 2006.
