1     AN ACT concerning property.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Condominium Advisory Council Act.
 
6     Section 5. Definitions. In this Act:
7     "Condominium" refers to property described in the
8 Condominium Property Act.
9     "Council" means the Condominium Advisory Council.
 
10     Section 10. Condominium Advisory Council.
11     (a) Subject to appropriation, the Condominium Advisory
12 Council is created within the Department of Revenue. Subject to
13 appropriation, the Department of Revenue shall provide
14 administrative and financial support to the Council. The
15 Council shall be composed of 7 members appointed as follows:
16         (1) Four members of the General Assembly, one each
17     appointed by the President of the Senate, the Minority
18     Leader of the Senate, the Speaker of the House of
19     Representatives, and the Minority Leader of the House of
20     Representatives.
21         (2) Three members of the public who have knowledge or
22     ownership interests in condominiums appointed by the
23     Governor.
24     (b) The Governor shall designate one of the members of the
25 Council as chairperson. The Council may chose such other
26 officers as it deems appropriate. The Council shall meet at the
27 call of the chairperson.
28     (c) The members of the Council shall receive no
29 compensation for their services as members of the Council but
30 may be reimbursed for actual expenses incurred in the
31 performance of their duties on the Council from appropriations

1 made to them for such purpose.
2     (d) A majority of the members of the Council shall
3 constitute a quorum to do business and a majority vote of the
4 members of the Council shall be necessary for a decision of the
5 Council.
 
6     Section 15. Council duties. The Council shall:
7     (1) identify issues facing condominium owners, condominium
8 associations, and other persons who have financial interests in
9 condominiums;
10     (2) study the Condominium Property Act and related Acts
11 that affect condominium ownership and suggest legislation to
12 the General Assembly to amend those Acts; and
13     (3) report its findings and recommendations to the Governor
14 and General Assembly by January 31, 2007.
 
15     Section 20. Dissolution of Council. The Council shall be
16 dissolved 30 days after it reports its findings and
17 recommendations to the Governor and General Assembly.
 
18     Section 99. Effective date. This Act takes effect upon
19 becoming law.
