SYNOPSIS AS INTRODUCED:
 
520 ILCS 5/3.17-A new

    Amends the Wildlife Code. Provides that any individual engaged in field sport in this State must be licensed as a field sport huntsman or accompanied by a licensed field sport huntsman. Sets forth certain requirements for this license. Provides that a person engaged in field sport without a license or without being accompanied by a licensed field sport huntsman shall be guilty of a petty offense and subject to an administrative fine. Provides that the holder of a field sport license shall be liable for any damage to real or personal property caused by a field sport hunting party in which the licensee was present, participated in, sponsored, or otherwise accompanied. Defines "field sport" as any organized hunt that uses dogs or hounds for tracking game including, without limitation, foxes and coyotes.

1     AN ACT concerning wildlife.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Wildlife Code is amended by adding Section
5 3.17-A as follows:
 
6     (520 ILCS 5/3.17-A new)
7     Sec. 3.17-A. Field sport license; fee. Any individual
8 engaged in field sport in this State must be licensed as a
9 field sport huntsman or accompanied by a licensed field sport
10 huntsman. The annual fee for this license shall be $50 and
11 licenses shall expire on March 31, of each year. A person
12 holding a field sport license shall have the license in his
13 possession for immediate presentation for inspection to the
14 authorized employees of the Department, any sheriff, deputy
15 sheriff, or any other peace officer, making demand for the
16 license. A person engaged in field sport without a license or
17 without being accompanied by a licensed field sport huntsman
18 shall be guilty of a petty offense and subject to an
19 administrative fine.
20     Nothing in this Section shall be deemed to authorize the
21 trespass of a person involved in a field sport or a field sport
22 licensee onto the real property of any other person. The holder
23 of a field sport license shall be liable for any damage to real
24 or personal property caused by a field sport hunting party in
25 which the licensee was present, participated in, sponsored, or
26 otherwise accompanied.
27     For the purposes of this Section "field sport" means any
28 organized hunt that uses dogs or hounds for tracking game
29 including, without limitation, foxes and coyotes.
