SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-390 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates a program that, subject to appropriation, provides rebates to consumers for expenditures made for the purchase and installation of a renewable energy system or appliance used in connection with a dwelling unit or small business. Provides that the rebate amount shall not exceed the lesser of 25% of the expenditures made for the purchase and installation of the renewable energy system or appliance or $2,000. Defines a "renewable energy system or appliance". Authorizes the Department to adopt rules for the administration of this rebate program.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-390 as follows:
 
7     (20 ILCS 605/605-390 new)
8     Sec. 605-390. Renewable energy rebate program.
9     (a) Subject to appropriation, the Department shall
10 establish a program providing rebates to consumers for
11 expenditures made for the purchase and installation of a
12 renewable energy system or appliance used in connection with a
13 dwelling unit or small business. Rebates provided under the
14 program shall be in an amount not to exceed the lesser of:
15         (i) 25% of the expenditures made for the purchase and
16     installation of the renewable energy system or appliance;
17     or
18         (ii) $2,000.
19     (b) For purposes of this Section, a "renewable energy
20 system or appliance" means a system or appliance that:
21         (i) when installed in connection with a dwelling unit
22     or small business, transmits or uses:
23             (A) solar energy, energy derived from geo-thermal
24         deposits, energy derived from biomass, or any other
25         form of renewable energy that the Department specifies
26         by rule, for the purpose of heating or cooling the
27         dwelling unit or small business or providing hot water
28         or electricity for use within the dwelling unit or
29         small business; or
30             (B) wind energy for non-business residential
31         purposes;
32         (ii) meets the performance and quality standards, if

1     any, that have been prescribed by the Department by rule;
2         (iii) in the case of a combustion rated system or
3     appliance, has a thermal efficiency rating of at least 75%;
4     and
5         (iv) in the case of a solar system or appliance, has a
6     thermal efficiency rating of at least 15%.
7     (c) The Department shall adopt rules for the administration
8 of this Section.
