SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-661 new

    Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of Relay for Life special license plates, at an additional charge of $25 at original issuance and renewal. Provides that $10 of the original issuance charge and $23 of the renewal charge is to be deposited into the Relay for Life Fund. Creates the Relay for Life Fund as a special fund in the State Treasury. Provides that all moneys in the Relay for Life Fund shall be paid, subject to appropriation, as grants for charitable purposes, in relation to cancer awareness and research, sponsored by the American Cancer Society.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.663 as follows:
 
6     (30 ILCS 105/5.663 new)
7     Sec. 5.663. The Relay for Life Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-661 as follows:
 
10     (625 ILCS 5/3-661 new)
11     Sec. 3-661. Relay for Life plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as Relay for Life
15 license plates.
16     The special plates issued under this Section shall be
17 affixed only to passenger vehicles of the first division or
18 motor vehicles of the second division weighing not more than
19 8,000 pounds.
20     Plates issued under this Section shall expire according to
21 the multi-year procedure established by Section 3-414.1 of this
22 Code.
23     (b) The design and color of the special plates shall be
24 wholly within the discretion of the Secretary. Appropriate
25 documentation, as determined by the Secretary, shall accompany
26 each application.
27     (c) An applicant for the special plate shall be charged a
28 $25 fee for original issuance in addition to the appropriate
29 registration fee. Of this fee, $10 shall be deposited into the
30 Relay for Life Fund and $15 shall be deposited into the

1 Secretary of State Special License Plate Fund, to be used by
2 the Secretary to help defray the administrative processing
3 costs.
4     For each registration renewal period, a $25 fee, in
5 addition to the appropriate registration fee, shall be charged.
6 Of this fee, $23 shall be deposited into the Relay for Life
7 Fund and $2 shall be deposited into the Secretary of State
8 Special License Plate Fund.
9     (d) The Relay for Life Fund is created as a special fund in
10 the State treasury. All moneys in the Relay for Life Fund shall
11 be paid, subject to appropriation by the General Assembly and
12 approval by the Secretary, as grants for charitable purposes,
13 in relation to cancer awareness and research, sponsored by the
14 American Cancer Society.
