    Amends the Public Community College Act. Make a technical change in a Section concerning nominating board of trustee members.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Community College Act is amended by
5 changing Section 3-7.10 as follows:
 
6     (110 ILCS 805/3-7.10)  (from Ch. 122, par. 103-7.10)
7     Sec. 3-7.10. Nominations for members of the the board shall
8 be made by a petition signed by at least 50 voters or 10% of the
9 voters, whichever is less, residing within the district and
10 shall be filed with the secretary of the board. In addition to
11 the requirements of the general election law, the form of such
12 petitions shall be substantially as follows:

NOMINATING PETITIONS
14     To the Secretary of the Board of Trustees of Community
15 College District No. ....:
16     We the undersigned, being (.... or more) (or 10% or more)
17 of the voters residing within said district, hereby petition
18 that .... who resides at .... in the (city or village) of ....
19 in Township .... (or who resides outside any city, village or
20 incorporated town and in Township ....) in said district shall
21 be a candidate for the office of .... of the Board of Trustees
22 (full term) (vacancy) to be voted for at the election to be
23 held on (insert date).
24 Name:                         Address:
 
25     Nomination papers filed under this Section are not valid
26 unless the candidate named therein files with the secretary of
27 the board a receipt from the county clerk showing that the
28 candidate has filed a statement of economic interests as
29 required by the Illinois Governmental Ethics Act. Such receipt
30 shall be so filed either previously during the calendar year in
31 which his nomination papers were filed or within the period for

1 the filing of nomination papers in accordance with the general
2 election law.
3     The secretary of the board shall notify each candidate, or
4 the appropriate committee, for whom a petition for nomination
5 has been filed of their obligations under the Campaign
6 Financing Act, as required by the general election law. Such
7 notice shall be given on a form prescribed by the State Board
8 of Elections and in accordance with the requirements of the
9 general election law.
10     All petitions for the nomination of members of a board of
11 trustees shall be filed with the secretary of the board within
12 the time provided for by the general election law. Said
13 secretary shall make certification to the proper election
14 authority in accordance with the requirements of the general
15 election law. If the secretary is an incumbent board member
16 seeking reelection, a disinterested person must be a witness to
17 the filing of his petition. It is the duty of the secretary to
18 provide candidates with petition forms and statements of
19 candidacy.
20     The secretary shall within 7 days of filing or on the last
21 day for filing, whichever is earlier, acknowledge to the
22 petitioner in writing his acceptance of the petition.
23     In all newly organized districts the petition for the
24 nomination of candidates for members of the board at the first
25 election shall be addressed to and filed with the regional
26 superintendent in the manner specified for the petitions for
27 candidates of a community college board. For such election the
28 regional superintendent shall fulfill all duties otherwise
29 assigned to the secretary of the board.
