SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.640 new
625 ILCS 5/3-663 new

    Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of Military Multi-Decorated license plates to Illinois residents who meet eligibility requirements to be prescribed by the Secretary of State. Provides that an applicant shall be charged an additional fee of $25 at original issuance and renewal. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $10 of the original issuance fee and $23 of the renewal fee shall be deposited into the Department of Veterans' Affairs MIA/POW Scholarship Fund. Creates the Department of Veterans' Affairs MIA/POW Scholarship Fund as a special fund in the State treasury. Provides that all moneys in the Fund shall be used as grants for scholarships awarded under the MIA/POW scholarship provision of the School Code. Effective immediately.

1     AN ACT in relation to transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.640 as follows:
 
6     (30 ILCS 105/5.640 new)
7     Sec. 5.640. The Department of Veterans' Affairs MIA/POW
8 Scholarship Fund.
 
9     Section 10. The Illinois Vehicle Code is amended by adding
10 Section 3-663 as follows:
 
11     (625 ILCS 5/3-663 new)
12     Sec. 3-663. Military Multi-Decorated license plates.
13     (a) In addition to any other special license plate, the
14 Secretary, upon receipt of all applicable fees and applications
15 made in the form prescribed by the Secretary of State, may
16 issue special registration plates designated as Military
17 Multi-Decorated license plates to residents of Illinois who
18 meet eligibility requirements prescribed by the Secretary of
19 State. The special plate issued under this Section shall be
20 affixed only to passenger vehicles of the first division, motor
21 vehicles of the second division weighing not more than 8,000
22 pounds, and recreational vehicles as defined by Section 1-169
23 of this Code. Plates issued under this Section shall expire
24 according to the staggered multi-year procedure established by
25 Section 3-414.1 of this Code.
26     (b) The design, color, and format of the plates shall be
27 wholly within the discretion of the Secretary of State. The
28 Secretary may, in his or her discretion, allow the plates to be
29 issued as vanity or personalized plates in accordance with
30 Section 3-405.1 of this Code. The plates are not required to

1 designate "Land Of Lincoln", as prescribed in subsection (b) of
2 Section 3-412 of this Code. The Secretary shall prescribe the
3 eligibility requirements and, in his or her discretion, shall
4 approve and prescribe stickers or decals as provided under
5 Section 3-412.
6     (c) An applicant shall be charged a $25 fee for original
7 issuance in addition to the applicable registration fee. Of
8 this additional fee, $15 shall be deposited into the Secretary
9 of State Special License Plate Fund and $10 shall be deposited
10 into the Department of Veterans' Affairs MIA/POW Scholarship
11 Fund. For each registration renewal period, a $25 fee, in
12 addition to the appropriate registration fee, shall be charged.
13 Of this additional fee, $2 shall be deposited into the
14 Secretary of State Special License Plate Fund and $23 shall be
15 deposited into the Department of Veterans' Affairs MIA/POW
16 Scholarship Fund.
17     (d) The Department of Veterans' Affairs MIA/POW
18 Scholarship Fund is created as a special fund in the State
19 treasury. All moneys in the Department of Veterans' Affairs
20 MIA/POW Scholarship Fund shall, subject to appropriation, be
21 used by the Department of Veterans' Affairs as grants for
22 MIA/POW scholarships awarded under Section 30-14.2 of the
23 School Code.
 
24     Section 99. Effective date. This Act takes effect upon
25 becoming law.
