SYNOPSIS AS INTRODUCED:

110 ILCS 805/3-21   from Ch. 122, par. 103-21
110 ILCS 805/3-29.3 new

    Amends the Public University Energy Conservation Act and the Public Community College Act. Requires each public university and community college district to develop and implement a comprehensive plan for energy conservation at the university or community college by January 1, 2007. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public University Energy Conservation Act is
5 amended by adding Section 50 as follows:
 
6     (110 ILCS 62/50 new)
7     Sec. 50. Energy conservation plan. Each public university
8 shall develop and implement a comprehensive plan for energy
9 conservation at that university by January 1, 2007. This plan
10 shall include, but not be limited to, the promotion,
11 implementation, and subsequent monitoring of energy
12 conservation measures in institutional buildings and
13 throughout the campus of the university.
 
14     Section 10. The Public Community College Act is amended by
15 changing Section 3-21 and by adding Section 3-29.3 as follows:
 
16     (110 ILCS 805/3-21)  (from Ch. 122, par. 103-21)
17     Sec. 3-21. The board of community college districts shall
18 have the duties enumerated in Sections 3-22 through 3-29.3
19 3-29.2.
20     Notwithstanding any provision of this Article to the
21 contrary, when bonds are issued by any district and the
22 purposes for which such bonds have been issued have been
23 accomplished and paid for in full and there remains funds on
24 hand in such bond and interest account, the board by resolution
25 may transfer such excess to the fund of the district which
26 bears the nearest relation to the purpose for which the bonds
27 from which such excess funds arose were issued.

1     Sec. 3-29.3. Energy conservation plan. To develop and
2 implement a comprehensive plan for energy conservation at each
3 community college by January 1, 2007. This plan shall include,
4 but not be limited to, the promotion, implementation, and
5 subsequent monitoring of energy conservation measures in
6 institutional buildings and throughout the campus of the
7 community college.
 
8     Section 99. Effective date. This Act takes effect upon
9 becoming law.
