    Amends the Counties Code. Allows Hospital Security Police Force personnel to carry weapons when off duty.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Counties Code is amended by changing Section
5 5-37011 as follows:
 
6     (55 ILCS 5/5-37011)  (from Ch. 34, par. 5-37011)
7     Sec. 5-37011. Hospital security police force. The board of
8 commissioners, subject to the applicable merit system rules,
9 may establish and maintain a Hospital Security Police Force and
10 may define and prescribe all such peace officers' duties and
11 compensation. Every security police officer appointed by the
12 board to such Security Police Force, as the same shall be from
13 time to time hereafter constituted, shall have and is hereby
14 vested with police powers, and is hereby authorized to act as a
15 conservator of the peace within and upon any and all hospital
16 facilities operated and hospital premises controlled by such
17 board, and shall have power to make arrests or cause to be
18 arrested, with or without process, any person who breaks the
19 peace, or may be found violating any State statutes or city or
20 county ordinances within or upon such facilities or premises.
21     The board may establish reasonable eligibility
22 requirements for appointment to such Security Police Force
23 relating to residence, health, habits and moral character.
24 However, no person may be appointed hereunder unless that
25 person is at least 21 years of age. No person may be appointed
26 to or be retained in the Hospital Security Police Force unless
27 that person is of good character and not a habitual drunkard,
28 gambler or a person convicted of a felony or a crime involving
29 moral turpitude. All Security Police Force personnel
30 authorized to carry weapons within or upon hospital facilities
31 or premises while on-duty shall receive a course of training in
32 the legal and practical use of such weapons as is required of a

1 police officer under "An Act in relation to firearms training
2 for peace officers", approved August 29, 1975, as amended, and
3 all such Security Police Force personnel shall also have
4 received the training and certification required by the
5 "Illinois Police Training Act" as now or hereafter amended.
6 Security Police Force personnel may shall not carry weapons
7 while off-duty and all weapons shall be checked and secured on
8 the hospital premises while such personnel remain off-duty.
