1     AN ACT in relation to public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 5-25 as follows:
 
6     (305 ILCS 5/5-25 new)
7     Sec. 5-25. Pediatric asthma initiative.
8     (a) During fiscal year 2006, the Department of Public Aid
9 shall evaluate current standards of treatment of asthma for its
10 beneficiaries. The review may include state-of-the-art
11 programs in asthma disease management as well as evidence-based
12 best practices for the early diagnosis, treatment, and control
13 of asthma, particularly in children. The Department's review
14 may include asthma disease management as one component of a
15 comprehensive disease management model. The Department shall
16 consult with the Department of Public Health and other State
17 agencies, advocates, and providers in conducting this review.
18 The Department's review shall also seek to maximize
19 collaborations between existing asthma programs in the State of
20 Illinois. The review shall also assess the available methods of
21 implementing and funding asthma disease management and
22 treatment within the Medicaid program.
23     (b) After completing the review under subsection (a), the
24 Department of Public Aid shall develop a pilot asthma disease
25 management program. The pilot program shall be targeted to an
26 area or areas with the highest prevalence of asthma. The
27 Department shall consult with the Department of Public Health
28 and other State agencies, federal health agencies, experts in
29 asthma and immunology, providers, and consumers in developing
30 the pilot program. The pilot program shall also seek to
31 maximize collaborations between existing asthma programs in
32 the State of Illinois. The pilot program shall be subject to

1 specific appropriations or budget savings derived from the
2 program due to reduced asthma-related hospitalizations or
3 emergency room visits.
 
4     Section 99. Effective date. This Act takes effect upon
5 becoming law.
