    Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue to a registered owner of a Corvette a special Corvette license plate to be displayed on that vehicle. Provides that only one rear license plate needs to be displayed on that vehicle.

1     AN ACT concerning vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 3-412 and 3-413 and by adding Section 3-663 as
6 follows:
 
7     (625 ILCS 5/3-412)  (from Ch. 95 1/2, par. 3-412)
8     Sec. 3-412. Registration plates and registration stickers
9 to be furnished by the Secretary of State.
10     (a) The Secretary of State upon registering a vehicle
11 subject to annual registration for the first time shall issue
12 or shall cause to be issued to the owner one registration plate
13 for a motorcycle, trailer, semitrailer, motorized pedalcycle,
14 or truck-tractor, or Corvette for which a special plate has
15 been issued under Section 3-663, 2 registration plates for
16 other motor vehicles and, where applicable, current
17 registration stickers for motor vehicles of the first division.
18 The provisions of this Section may be made applicable to such
19 vehicles of the second division, as the Secretary of State may,
20 from time to time, in his discretion designate. On subsequent
21 annual registrations during the term of the registration plate
22 as provided in Section 3-414.1, the Secretary shall issue or
23 cause to be issued registration stickers as evidence of current
24 registration. However, the issuance of annual registration
25 stickers to vehicles registered under the provisions of
26 Sections 3-402.1 and 3-405.3 of this Code may not be required
27 if the Secretary deems the issuance unnecessary.
28     (b) Every registration plate shall have displayed upon it
29 the registration number assigned to the vehicle for which it is
30 issued, the name of this State, which may be abbreviated, the
31 year number for which it was issued, which may be abbreviated,
32 the phrase "Land of Lincoln" (except as otherwise provided in

1 this Code Chapter 3), and such other letters or numbers as the
2 Secretary may prescribe. However, for apportionment plates
3 issued to vehicles registered under Section 3-402.1 and fleet
4 plates issued to vehicles registered under Section 3-405.3, the
5 phrase "Land of Lincoln" may be omitted to allow for the word
6 "apportioned", the word "fleet", or other similar language to
7 be displayed. Registration plates issued to a vehicle
8 registered as a fleet vehicle may display a designation
9 determined by the Secretary.
10     The Secretary may in his discretion prescribe that letters
11 be used as prefixes only on registration plates issued to
12 vehicles of the first division which are registered under this
13 Code and only as suffixes on registration plates issued to
14 other vehicles. Every registration sticker issued as evidence
15 of current registration shall designate the year number for
16 which it is issued and such other letters or numbers as the
17 Secretary may prescribe and shall be of a contrasting color
18 with the registration plates and registration stickers of the
19 previous year.
20     (c) Each registration plate and the required letters and
21 numerals thereon, except the year number for which issued,
22 shall be of sufficient size to be plainly readable from a
23 distance of 100 feet during daylight, and shall be coated with
24 reflectorizing material. The dimensions of the plate issued to
25 vehicles of the first division shall be 6 by 12 inches.
26     (d) The Secretary of State shall issue for every passenger
27 motor vehicle rented without a driver the same type of
28 registration plates as the type of plates issued for a private
29 passenger vehicle.
30     (e) The Secretary of State shall issue for every passenger
31 car used as a taxicab or livery, distinctive registration
32 plates.
33     (f) The Secretary of State shall issue for every motorcycle
34 distinctive registration plates distinguishing between
35 motorcycles having 150 or more cubic centimeters piston
36 displacement, or having less than 150 cubic centimeter piston

1 displacement.
2     (g) Registration plates issued to vehicles for-hire may
3 display a designation as determined by the Secretary that such
4 vehicles are for-hire.
5     (h) The Secretary of State shall issue for each electric
6 vehicle distinctive registration plates which shall
7 distinguish between electric vehicles having a maximum
8 operating speed of 45 miles per hour or more and those having a
9 maximum operating speed of less than 45 miles per hour.
10     (i) The Secretary of State shall issue for every public and
11 private ambulance registration plates identifying the vehicle
12 as an ambulance. The Secretary shall forward to the Department
13 of Public Aid registration information for the purpose of
14 verification of claims filed with the Department by ambulance
15 owners for payment for services to public assistance
16 recipients.
17     (j) The Secretary of State shall issue for every public and
18 private medical carrier or rescue vehicle livery registration
19 plates displaying numbers within ranges of numbers reserved
20 respectively for medical carriers and rescue vehicles. The
21 Secretary shall forward to the Department of Public Aid
22 registration information for the purpose of verification of
23 claims filed with the Department by owners of medical carriers
24 or rescue vehicles for payment for services to public
25 assistance recipients.

28     (625 ILCS 5/3-413)  (from Ch. 95 1/2, par. 3-413)
29     Sec. 3-413. Display of registration plates, registration
30 stickers and drive-away permits.
31     (a) Registration plates issued for a motor vehicle other
32 than a motorcycle, trailer, semitrailer, truck-tractor,
33 apportioned bus, or apportioned truck, or Corvette for which a
34 special plate has been issued under Section 3-663 shall be
35 attached thereto, one in the front and one in the rear. The

1 registration plate issued for a motorcycle, trailer, or
2 semitrailer, or Corvette for which a special plate has been
3 issued under Section 3-663 required to be registered hereunder
4 and any apportionment plate issued to a bus under the
5 provisions of this Code shall be attached to the rear thereof.
6 The registration plate issued for a truck-tractor or an
7 apportioned truck required to be registered hereunder shall be
8 attached to the front thereof.
9     (b) Every registration plate shall at all times be securely
10 fastened in a horizontal position to the vehicle for which it
11 is issued so as to prevent the plate from swinging and at a
12 height of not less than 5 inches from the ground, measuring
13 from the bottom of such plate, in a place and position to be
14 clearly visible and shall be maintained in a condition to be
15 clearly legible, free from any materials that would obstruct
16 the visibility of the plate, including, but not limited to,
17 glass covers and tinted plastic covers. Clear plastic covers
18 are permissible as long as they remain clear and do not
19 obstruct the visibility of the plates. Registration stickers
20 issued as evidence of renewed annual registration shall be
21 attached to registration plates as required by the Secretary of
22 State, and be clearly visible at all times.
23     (c) Every drive-away permit issued pursuant to this Code
24 shall be firmly attached to the motor vehicle in the manner
25 prescribed by the Secretary of State. If a drive-away permit is
26 affixed to a motor vehicle in any other manner the permit shall
27 be void and of no effect.
28     (d) The Illinois prorate decal issued to a foreign
29 registered vehicle part of a fleet prorated or apportioned with
30 Illinois, shall be displayed on a registration plate and
31 displayed on the front of such vehicle in the same manner as an
32 Illinois registration plate.
33     (e) The registration plate issued for a camper body mounted
34 on a truck displaying registration plates shall be attached to
35 the rear of the camper body.
36     (f) No person shall operate a vehicle, nor permit the

1 operation of a vehicle, upon which is displayed an Illinois
2 registration plate, plates or registration stickers after the
3 termination of the registration period for which issued or
4 after the expiration date set pursuant to Sections 3-414 and
5 3-414.1 of this Code.

9     Sec. 3-663. Corvette license plate.
10     (a) The Secretary, upon receipt of an application made in
11 the form prescribed by the Secretary of State, may issue a
12 special registration plate designated to be a Corvette license
13 plate to a registered owner of a Corvette; which plate shall be
14 displayed on the rear of that Corvette. The special plate
15 issued under this Section shall be affixed only to a Corvette.
16 A plate issued under this Section shall expire according to the
17 multi-year procedure established by Section 3-414.1 of this
18 Code.
19     (b) The design and color of the plate shall be wholly
20 within the discretion of the Secretary of State. Appropriate
21 documentation, as determined by the Secretary, shall accompany
22 the application. The Secretary may, in his or her discretion,
23 allow the plate to be issued as a vanity or personalized plate
24 in accordance with Section 3-405.1 of this Code.
25     (c) An applicant shall be charged a $40 fee for original
26 issuance in addition to the appropriate registration fee, if
27 applicable. This fee shall be deposited into the Secretary of
28 State Special License Plate Fund, to be used by the Secretary
29 of State to help defray the administrative processing costs.
