2 Be it enacted by the People of the State of Illinois,

21 Section 46. The following named amount, or so much
22 thereof as may be necessary, is appropriated from the General

28 Section 47. The following named amount, or so much
29 thereof as may be necessary, is appropriated from the
30 Contracts and Grants Fund to the Illinois Student Assistance

2 To support outreach and training activities ........$ 50,000
3 Section 48. The following named amount, or so much
4 thereof as may be necessary, is appropriated from the
5 Optometric Licensing and Disciplinary Board Fund to the
6 Illinois Student Assistance Commission for the following
7 purpose:
8 Grants and Scholarships
9 For payment of scholarships for the
10 Optometric Education Scholarship
11 Program, as provided by law ......................$ 50,000
12 Section 50. The following sum, or so much thereof as may
13 be necessary, is appropriated from the Federal Student
14 Incentive Trust Fund for the Educational Assistance and
15 Supplemental Leveraging Educational Assistance Programs to
16 the Illinois Student Assistance Commission for the following
17 purpose:
18 Grants
19 For payment of grant awards to full-time and
20 Part-time students eligible to receive such
21 Awards, as provided by law.................. $3,700,000
22 Section 60. The sum of $150,000, or so much thereof as
23 may be necessary, is appropriated to the Illinois Student
24 Assistance Commission from the General Revenue Fund for
25 support of new initiatives to increase awareness of
26 educational and financial aid opportunities among underserved
27 or underrepresented populations.
28 Section 65. The sum of $220,000,000, or so much thereof
29 as may be necessary, is appropriated from the Federal Student
30 Loan Fund to the Illinois Student Assistance Commission for

1 distribution when necessary as a result of the following: for
2 guarantees of loans that are uncollectable, for collection
3 payments to the Student Loan Operating Fund as required under
4 agreements with the United States Secretary of Education, for
5 payment to the Student Loan Operating Fund for Default
6 Aversion Fees, and for other distributions as necessary and
7 provided for under the Federal Higher Education Act.
8 Section 70. The sum of $24,000,000, or so much thereof
9 as may be necessary, is appropriated to the Illinois
10 Student Assistance Commission from the Student Loan Operating
11 Fund for distribution as necessary for the following: for
12 payment of collection agency fees associated with collection
13 activities for Federal Family Education Loans, for Default
14 Aversion Fee reversals, and for distributions as necessary
15 and provided for under the Federal Higher Education Act.
16 Section 75. The sum of $5,000,000, or so much thereof as
17 may be necessary, is appropriated to the Illinois Student
18 Assistance Commission from the Student Loan Operating Fund
19 for costs associated with Federal Loan System Development and
20 Maintenance.
21 Section 80. The sum of $13,000,000, or so much thereof
22 as may be necessary, is appropriated to the Illinois Student
23 Assistance Commission from the Student Loan Operating Fund
24 for transfer to the Federal Student Loan Fund for
25 reimbursement of sums transferred for working capital
26 purposes as permitted by federal law.
27 Section 85. The sum of $1,300,000, or so much thereof as
28 may be necessary, is appropriated from the Federal Reserve
29 Recall Fund to the Illinois Student Assistance Commission for
30 default prevention activities.

1 Section 90. The sum of $300,000, or so much of that
2 amount as may be necessary, is appropriated from the Accounts
3 Receivable Fund to the Illinois Student Assistance Commission
4 for costs associated with the collection of delinquent
5 scholarship awards pursuant to the Illinois State Collection
6 Act of 1986.
7 Section 95. The following named amount, or so much
8 thereof as may be necessary, is appropriated from the Federal
9 Student Assistance Scholarship Fund to the Illinois Student
10 Assistance Commission for the following purpose:
11 For payment of Robert C. Byrd
12 Honors Scholarships........................ $1,800,000
13 Section 100. The sum of $70,000, or so much thereof as
14 may be necessary, is appropriated to the Illinois Student
15 Assistance Commission from the University Grant Fund for
16 payment of grants for the Higher Education License Plate
17 Program, as provided by law.
18 Section 105. The sum of $50,000, or so much thereof as
19 may be necessary, is appropriated to the Illinois Student
20 Assistance Commission from the Contract and Grants Fund to
21 support outreach and training activities.
22 Section 110. The following named amount, or so much
23 thereof as may be necessary, is appropriated from the Federal
24 Reserve Recall Fund to the Illinois Student Assistance
25 Commission for the following purpose:
26 For student loan reserve recalled by the
27 Secretary of Education, United States
28 Department of Education, for transfer to
29 the Federal Student Loan Fund ....................$ 50,000

2 thereof as may be necessary, is appropriated from the Federal
3 Student Assistance Scholarship Fund to the Illinois Student

7 Program to the U.S. Treasury ....................$ 400,000

9 thereof as may be necessary, is appropriated from the

15 Section 99. Effective date. This Act takes effect on
16 July 1, 2003.
