SYNOPSIS AS INTRODUCED:
 
20 ILCS 2605/2605-490 new

    Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Illinois State Police shall develop a coordinated program for an emergency alert system to notify people when an active shooter situation is occurring in the State. Provides that, on the request of a local law enforcement agency or as the Illinois State Police determines appropriate to assist a local law enforcement agency regarding an active shooter, the Illinois State Police shall activate the alert system and notify appropriate participants in the alert system if the local law enforcement agency or the Illinois State Police determines that the situation meets certain specified criteria. Provides that the Illinois State Police may adopt rules to implement the provisions.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois State Police Law of the Civil
5Administrative Code of Illinois is amended by adding Section
62605-490 as follows:
 
7    (20 ILCS 2605/2605-490 new)
8    Sec. 2605-490. Active shooter emergency alert system.
9    (a) The Illinois State Police shall develop a coordinated
10program for a emergency alert system to notify people when a
11active shooter situation is occurring in the State.
12    (b) On the request of a local law enforcement agency or as
13the Illinois State Police determines appropriate to assist a
14local law enforcement agency regarding an active shooter, the
15Illinois State Police shall activate the alert system and
16notify appropriate participants in the alert system if the
17local law enforcement agency or the Illinois State Police:
18        (1) believes an active shooter is in the agency's
19    jurisdiction;
20        (2) determines an active shooter alert would assist
21    individuals near the active shooter's location;
22        (3) verifies the active shooter situation through a
23    preliminary investigation; and

1        (4) provides the active shooter's last known location
2    and any identifiable information for the active shooter.
3    (c) The Illinois State Police may adopt rules to implement
4the provisions.
