SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to
3congratulate Shelton Kay on the occasion of being named
4executive director of the Rockford Regional Health Council;
5and
 
6    WHEREAS, The Rockford Regional Health Council, located
7within the University of Illinois College of Medicine
8Rockford, is a 42-year-old nonprofit organization that works
9to improve community health through data collection and
10analysis, education, outreach, and advocacy; and
 
11    WHEREAS, Shelton Kay, a 50-year Rockford resident
12originally from Ohio, succeeded Becky Cook Kendall as the
13executive director of the Rockford Regional Health Council in
14December 2023; and
 
15    WHEREAS, Shelton Kay came to the Rockford Regional Health
16Council with decades of experience in working with vulnerable
17and underserved populations; and
 
18    WHEREAS, Shelton Kay previously served Crusader Community
19Health for 30 years, starting as a case manager with its Living
20with HIV program and Health Care for the Homeless initiative
21in September 1993 and retiring as vice president of community

1services in June 2023; and
 
2    WHEREAS, Prior to serving Crusader Community Health,
3Shelton Kay worked as a teacher with Rockford Public Schools
4for 15 years, where he taught dance and was among the
5district's first teachers of the Creative and Performing Arts
6(CAPA); and
 
7    WHEREAS, Shelton Kay has expressed plans to raise
8awareness about the Rockford Regional Health Council, to
9conduct the annual Healthy Community Study, to help improve
10health literacy, especially among local youth, to improve
11access to primary and oral health care for low-income
12populations, and to improve individual social and emotional
13health; and
 
14    WHEREAS, Shelton Kay's experience in region-wide,
15community-based collaboration will expand the Rockford
16Regional Health Council's impact and propel its mission to
17improve community health through data gathering and analysis,
18education, outreach, and advocacy; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
21Shelton Kay on being named executive director of the Rockford
22Regional Health Council; and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to Shelton Kay as an expression of our esteem and
3respect.
