SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to
3congratulate Sergeant Shawn Curry of the Peoria Police
4Department for completing his term as chair of the Illinois
5Police Officers' Pension Investment Fund (IPOPIF); and
 
6    WHEREAS, Sgt. Curry was appointed by Governor JB Pritzker
7to serve on the IPOPIF Transitional Board for one year in 2019,
8which he was then selected to lead as chair; he was
9overwhelmingly elected to full term in 2021, serving as chair
10of the IPOPIF Board until 2023; and
 
11    WHEREAS, Through IPOPIF, Sgt. Curry was placed in charge
12of creating an investment fund that would have a value of over
13nine billion dollars in assets and overseeing a consolidation
14of 357 local pension funds, which was the largest
15consolidation of its kind in the nation; and
 
16    WHEREAS, Sgt. Curry worked with municipal leaders, state
17officials, union leaders, and pension board trustees to ensure
18the process was done with transparency, integrity, and free
19from special interests; and
 
20    WHEREAS, Sgt. Curry oversaw the drafting of policies and
21procedures and the hiring of executives, a legal team, subject

1matter experts, and fund executives; and
 
2    WHEREAS, Most importantly, Sgt. Curry worked with all
3parties to create and oversee the first IPOPIF Board of
4Trustees' election that encompassed the entire State of
5Illinois; and
 
6    WHEREAS, Sgt. Curry often met with union leaders,
7legislators, the governor's office, and police officers,
8providing regular progress updates while outlining the future
9direction of IPOPIF; he spent countless hours traveling the
10State to meet with pension trustees to garner their trust and
11answer any questions or concerns; and
 
12    WHEREAS, Sgt. Curry dedicated countless hours to the
13pension fund while working as a third shift beat cop during the
14COVID-19 pandemic and civil unrest; and
 
15    WHEREAS, At the end of his tenure as chair, Sgt. Curry
16successfully completed the nation's largest consolidation of
17local pension funds; and
 
18    WHEREAS, Sgt. Curry has a history of dedication and
19service; he started his career at the Woodford County
20Sheriff's Office, where he was named Deputy of the Year in
212003; and

1    WHEREAS, While serving the City of Peoria, Sgt. Curry has
2earned several letters of commendation, six Distinguished
3Service Awards, a Meritorious Service Award in 2018, and the
4Illinois Fraternal Order of Police Valor Award; he was also
5named the Police Officer of the Year in 2010 and the Illinois
6Public Pension Fund Association's Person of the Year in 2019;
7and
 
8    WHEREAS, For over the past decade, Sgt. Curry has lobbied
9for both victims of crime and for those who pursue justice in
10Springfield and Washington, D.C.; and
 
11    WHEREAS, Sgt. Curry's most notable accomplishment has been
12creating and passing the Illinois First Responders Suicide
13Prevention Act in 2019; he and his wife, Dr. Michelle Lilly,
14have trained over 1,000 first responders in mental health
15awareness and suicide prevention; therefore, be it
 
16    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
18Sergeant Shawn Curry for successfully completing his term as
19chair of the Illinois Police Officers' Pension Investment Fund
20(IPOPIF), and we thank him for his continued service to the
21City of Peoria and the State of Illinois; and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to Sgt. Curry as a symbol of our esteem and respect.
