SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Dr. Rose Marie McCoy, who passed away on September 13, 2023; and

WHEREAS, Rose McCoy was born to Samuel Sr. and Jennie Eliza Merle (Turnage) Evans on September 24, 1951, the third of nine children; she committed to her faith in 1976 and later joined Dixmoor Apostolic House of Prayer Church; she married William McCoy; and

WHEREAS, Rose McCoy was licensed as a certified nursing assistant, and later, received an Honorary Doctor of Divinity from Midwest Bible College; and

WHEREAS, Rose McCoy worked as a bookkeeper, office clerk, CNA, and held various positions in the manufacturing industry before working in ministry and assuming the office of pastor; and

WHEREAS, Rose McCoy and her husband founded Brothers Keeper Outreach Church; later, they founded the Brothers Keeper Community Resource Center and the IPAE Network, Faith and Family Consultants; and

WHEREAS, Rose McCoy was kind, tolerant, given to hospitality, and had a great sense of humor; she was always proud of her children's accomplishments; she was soft spoken and reserved unless preaching, where she displayed a bold and explosive passion; and

WHEREAS, Rose McCoy led a life of honorable service, punctuated by selfless dedication, unwavering devotion, and unconditional love; she wore many hats, literally and figuratively, and profoundly touched the lives of many in manifold ways through her service, her resources, and her example; and

WHEREAS, Rose McCoy was preceded in death by her parents; her daughter, Billie McCoy-Thomas; and her siblings, Ida Belle Evans, Gloria Glass, Ernestine Evans, and Stanley Evans; and

WHEREAS, Rose McCoy is survived by her husband of 57 years, Chief Apostle Dr. William McCoy; her children, Victoria (Ocie) McCoy-Salter, Vanessa (Toriano) McCoy-Pulphus, Debracia (Otis) McCoy-Jones, Major Lee McCoy, and Otis McCoy; her bonus sons, William Lorenzo McCoy and William Lester (Heather) McCoy; her foster son, Calvin Hurt; 19 grandchildren; nine great-grandchildren; her sister-in-Law, Minister Estelle McCoy-Gogins; her siblings, Janell Byrd, Gwendolyn Hills, Patricia Akwaboah, and Samuel (Ashley) Evans Jr.; and numerous nieces, nephews, cousins, Godchildren, spiritual children, friends, ministry colleagues, and the members of Brothers Keeper's Outreach Church and the IPAE Network; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Dr. Rose Marie McCoy and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Rose McCoy as an expression of our deepest sympathy.
