2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Colonel Earl Edward Rumbaugh Jr. of
4Danville, who passed away on July 3, 2023; and
5    WHEREAS, Col. Rumbaugh was born to Earl Edward and
6Cornelia Payne Rumbaugh on December 22, 1928; he attended
7Garfield Elementary School and graduated from Danville High
8School in 1946; he furthered his education at Loyola
9University New Orleans; and
10    WHEREAS, Col. Rumbaugh attended the United States Army
11Command and General Staff College at Fort Leavenworth, Kansas,
12beginning his career as an Army officer; he served in the
13Korean War, the Berlin Crisis, and the Cuban Missile Crisis
14and did two tours of duty in Vietnam; he received numerous
15awards throughout his 32-year-long career, including three
16Legions of Merit, the Distinguished Flying Cross, a Bronze
17Star, the Joint Service Commendation Medal, the Army
18Commendation Medal, and the Combat Infantryman Badge; and
19    WHEREAS, Col. Rumbaugh served as a police officer for
20Danville from 1954 to 1959; he also served on the Danville
21Traffic Commission, the Chamber of Commerce Safety Committee,
22the Center for Children's Services for six years, the

1Vermilion County Merit Commission from 1994 to 2020, and the
2YMCA Board for six years; and
3    WHEREAS, Col. Rumbaugh was a member of the Association of
4the United States Army, the Military Officers Association of
5America, American Legion Post 210, the Veterans of Foreign
6Wars, the Knights of Columbus, Elks Lodge 232, the Danville
7Boat Club, the Danville Country Club, and the Corvette
8Cruisers; he hosted Cooking with the Colonial on the WDAN show
9from 1990 to 1996 and was inducted to the Wall of Honor at the
10Kenneth D. Bailey Academy; and
11    WHEREAS, Col. Rumbaugh was preceded in death by his
12parents; his wives, AnnaMarie Freeman and Wilma Minor; and his
13siblings, Glenn Covert, Anna Jane Catlett, Marigene Hutton,
14and Marjorie Carter; and
15    WHEREAS, Col. Rumbaugh is survived by his companion of 23
16years, Karen Wodetzki; his nephews, James M. Covert and Newel
17Young Jr. and wife, Paulette Guiliani Young; his niece, Cathy
18Carter Tomason; and his stepdaughters, Deborah Amata, Denise
19Amata, and Diana Browning; therefore, be it
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
22Colonel Earl Edward Rumbaugh Jr. and extend our sincere

1condolences to his family, friends, and all who knew and loved
2him; and be it further
3    RESOLVED, That a suitable copy of this resolution be
4presented to the family of Col. Rumbaugh as an expression of
5our deepest sympathy.
