1     AN ACT concerning local government.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Airport Authorities Act is amended by
5 adding Section 2.7.3 as follows:

6     (70 ILCS 5/2.7.3 new)
7     Sec. 2.7.3. Central Illinois Regional Airport Authority.
8     (a) The Central Illinois Regional Airport Authority is
9 hereby established, the territory of which shall include all
10 of the territory within the corporate limits of McLean County.
11 Within 30 days after the initial appointments have been made
12 under subsection (c), the Authority board shall notify the
13 office of the Secretary of State of the establishment of the
14 Central Illinois Regional Airport Authority, and the Secretary
15 of State shall issue a certificate of incorporation to the
16 Authority. Upon the issuance of a certificate of
17 incorporation, the Central Illinois Regional Airport Authority
18 is an organized airport authority under this Act.
19     (b) If all of the airport facilities of an existing
20 airport authority are situated within McLean County on the
21 effective date of this amendatory Act of the 103rd General
22 Assembly, that existing airport authority is dissolved upon
23 the establishment of the Central Illinois Regional Airport

1 Authority. Upon dissolution, the rights to all property,
2 assets, and liabilities, including bonded indebtedness, of the
3 existing airport authority is assumed by the Central Illinois
4 Regional Airport Authority.
5     (c) The Board of Commissioners of the Central Illinois
6 Regional Airport Authority shall consist of the following
7 commissioners who shall reside within its corporate limits and
8 shall be appointed as follows:
9         (1) Three commissioners shall be appointed by the
10     county board chairman of McLean County, 2 of whom shall
11     reside in rural municipalities with a population less than
12     5,000 and one of whom shall reside in an unincorporated
13     area of McLean County. Of the commissioners appointed
14     under this paragraph, one commissioner shall be appointed
15     for a 3-year term, one commissioner shall be appointed for
16     a 4-year term, and one commissioner shall be appointed for
17     a 5-year term, as determined by lot. Their successors
18     shall be appointed for 5-year terms.
19         (2) Two commissioners shall be appointed by the mayor
20     of the City of Bloomington. Of the commissioners appointed
21     under this paragraph, one commissioner shall be appointed
22     for a 3-year term and one commissioner shall be appointed
23     for a 4-year term, as determined by lot. Their successors
24     shall be appointed for 5-year terms.
25         (3) Two commissioners shall be appointed by the mayor
26     of the Town of Normal. Of the commissioners appointed

1     under this paragraph, one commissioner shall be appointed
2     for a 4-year term and one commissioner shall be appointed
3     for a 5-year term, as determined by lot. Their successors
4     shall be appointed for 5-year terms.

5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
