| Amends the State Finance Act. Provides that State travel reimbursement rates for, among other things, common carrier transportation shall be set at the maximum rates established by the federal government for travel expenses, subsistence expenses, and mileage allowances. Effective immediately. |

| 1 | | AN ACT concerning finance. | 2 | | Be it enacted by the People of the State of Illinois, | 3 | | represented in the General Assembly: | 4 | | Section 5. The State Finance Act is amended by changing | 5 | | Section 12-2 as follows: | 6 | | (30 ILCS 105/12-2) (from Ch. 127, par. 148-2) | 7 | | Sec. 12-2. Travel Regulation Council; State travel | 8 | | reimbursement. | 9 | | (a) The chairmen of the travel control boards established | 10 | | by Section 12-1, or their designees, shall together comprise | 11 | | the Travel Regulation Council. The Travel Regulation Council | 12 | | shall be chaired by the Director of Central Management | 13 | | Services, who shall be a nonvoting member of the Council, | 14 | | unless he is otherwise qualified to vote by virtue of being the | 15 | | designee of a voting member. No later than March 1, 1986, and | 16 | | at least biennially thereafter, the Council shall adopt State | 17 | | Travel Regulations and Reimbursement Rates which shall be | 18 | | applicable to all personnel subject to the jurisdiction of the | 19 | | travel control boards established by Section 12-1. An | 20 | | affirmative vote of a majority of the members of the Council | 21 | | shall be required to adopt regulations and reimbursement | 22 | | rates. If the Council fails to adopt regulations by March 1 of | 23 | | any odd-numbered year, the Director of Central Management |

| 1 | | Services shall adopt emergency regulations and reimbursement | 2 | | rates pursuant to the Illinois Administrative Procedure Act. | 3 | | As soon as practicable after January 23, 2023 ( the effective | 4 | | date of Public Act 102-1119) this amendatory Act of the 102nd | 5 | | General Assembly , the Travel Regulation Council and the Higher | 6 | | Education Travel Control Board shall adopt amendments to their | 7 | | existing rules to ensure that reimbursement rates for public | 8 | | institutions of higher education, as defined in Section 1-13 | 9 | | of the Illinois Procurement Code, are set in accordance with | 10 | | the requirements of subsection (f) of this Section. | 11 | | (b) (Blank). | 12 | | (c) (Blank). | 13 | | (d) Reimbursements to travelers shall be made pursuant to | 14 | | the rates and regulations applicable to the respective State | 15 | | agency as of January 1, 1986 ( the effective date of Public Act | 16 | | 84-345) this amendatory Act , until the State Travel | 17 | | Regulations and Reimbursement Rates established by this | 18 | | Section are adopted and effective. | 19 | | (e) (Blank). | 20 | | (f) (f) Notwithstanding any rule or law to the contrary, | 21 | | State travel reimbursement rates for lodging , common carrier | 22 | | transportation, and mileage for automobile travel, as well as | 23 | | allowances for meals, shall be set at the maximum rates | 24 | | established by the federal government for travel expenses, | 25 | | subsistence expenses, and mileage allowances under 5 U.S.C. | 26 | | 5701 through 5711 and any regulations promulgated thereunder. |
