SYNOPSIS AS INTRODUCED:
 
105 ILCS 128/50 new

    Amends the School Safety Drill Act. Provides that, subject to appropriation, a public school may obtain crisis response mapping data and provide copies of the crisis response mapping data to appropriate local, county, State, and federal first responders for use in response to emergencies. Provides that the crisis response mapping data shall be stored and provided in an electronic or digital format to assist first responders in responding to emergencies at the school. Provides that, subject to appropriation, the State Board of Education shall provide grants to public schools to cover the costs incurred in obtaining crisis response mapping data. Sets forth requirements for the crisis response mapping data. Provides that, subject to appropriation, the crisis response mapping data may be reviewed annually to update the data as necessary. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Safety Drill Act is amended by
5adding Section 50 as follows:
 
6    (105 ILCS 128/50 new)
7    Sec. 50. Crisis response mapping data.
8    (a) Subject to appropriation, a public school may obtain
9crisis response mapping data and provide copies of the crisis
10response mapping data to appropriate local, county, State, and
11federal first responders for use in response to emergencies.
12The crisis response mapping data shall be stored and provided
13in an electronic or digital format to assist first responders
14in responding to emergencies at the school.
15    (b) Subject to appropriation, the State Board of Education
16shall provide grants to public schools to cover the costs
17incurred in obtaining crisis response mapping data under this
18Section.
19    (c) The crisis response mapping data must, at a minimum:
20        (1) be compatible and integrate into security software
21    platforms in use by the specific school for which the data
22    is provided without requiring local law enforcement
23    agencies or the school district to purchase additional

1    software or requiring the integration of third-party
2    software to view the data;
3        (2) be compatible with security software platforms in
4    use by the specific school for which the data is provided
5    without requiring local public safety agencies or the
6    school district to purchase additional software or
7    requiring the integration of third-party software to view
8    the data;
9        (3) be capable of being provided in a printable
10    format;
11        (4) be verified for accuracy by an on-site
12    walk-through of the school building and grounds;
13        (5) be oriented to true north;
14        (6) be overlaid on current aerial imagery or plans of
15    the school building;
16        (7) contain site-specific labeling that matches the
17    structure of the school building, including room labels,
18    hallway names, and external door or stairwell numbers and
19    the location of hazards, critical utilities, key boxes,
20    automated external defibrillators, and trauma kits, and
21    that matches the school grounds, including parking areas,
22    athletic fields, surrounding roads, and neighboring
23    properties; and
24        (8) be overlaid with gridded x/y coordinates.
25    (d) Subject to appropriation, the crisis response mapping
26data may be reviewed annually to update the data as necessary.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
