SYNOPSIS AS INTRODUCED:

Amends the Legislative Commission Reorganization Act of 1984. Provides for the acquisition and placement of a statue depicting President Ronald W. Reagan. Provides that the Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or through donation, a suitable statue for placement on the grounds of the State Capitol. Requires the Architect of the Capitol to take actions necessary to provide for the placement and unveiling of the statue within specified periods of time. Requires the Architect of the Capitol to issue a report to the Governor and General Assembly detailing actions taken to acquire and place the statue. Provides that the Capitol Restoration Trust Fund shall contain separate accounts for the deposit of funds donated for the payment of expenses associated with the placement of the statue. Provides that the separate accounts may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statue.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Legislative Commission Reorganization Act of 1984 is amended by changing Section 8A-35 and by adding Section 8A-60 as follows:

Sec. 8A-35. Capitol Restoration Trust Fund; appropriations.

(a) The Capitol Restoration Trust Fund is created as a special fund within the State treasury. The Fund may accept deposits from any source, whether private or public, and may be appropriated only for the use of the Architect of the Capitol in the performance of his or her powers and duties. The Architect of the Capitol may seek private and public funds for deposit into the Capitol Restoration Trust Fund.

(a-5) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a Presidential Statue on the grounds of the State Capitol Building depicting President Ronald W. Reagan, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the presidential statue authorized under subsection (a) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection.

(b) The Architect of the Capitol shall submit all budget requests to implement the master plan that relate to areas of the legislative complex other than the State Capitol Building to the Capitol Historic Preservation Board for review and comment. The Architect of the Capitol shall submit all budget requests to the Board of the Office of the Architect of the Capitol for approval.

Sec. 8A-60. State Capitol Presidential statues.

(a) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall provide for the acquisition and placement of a statue on the grounds of the State Capitol Building depicting the 40th President of the United States, Ronald W. Reagan. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(b) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall take actions necessary to provide for the placement and unveiling of the statue authorized under this Section within a reasonable period of time after the effective date of this amendatory Act of the 103rd General Assembly. Prior to the placement of the statue on the grounds of the Capitol, the Architect of the Capitol shall issue a report detailing the Architect's actions in acquiring and placing the statue specified under this subsection. The report shall be delivered to the Governor and the General Assembly.
