SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/13C-21 new

    Amends the Vehicle Emissions Inspection Law of 2005 of the Illinois Vehicle Code. Provides that, by December 1, 2023, the Illinois Environmental Protection Agency shall adopt rules to implement the motor vehicle emission standards of the State of California, including, but not limited to the (1) zero-emission vehicle program, (2) low-emission vehicle program, (3) advanced clean trucks program, and (4) heavy-duty low NOx omnibus program, and shall amend the rules within 6 months of any changes to maintain consistency with the California motor vehicle emission standards and federal clean air laws. Provides that the rules may incorporate by reference the California motor vehicle standards established in final regulations issued by the California Air Resources Board and promulgated under the California Health and Safety Code. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 13C-21 as follows:
 
6    (625 ILCS 5/13C-21 new)
7    Sec. 13C-21. Vehicle emissions testing standards. By
8December 1, 2023, the Illinois Environmental Protection Agency
9shall adopt rules to implement the motor vehicle emission
10standards of the State of California, including, but not
11limited to the (1) zero-emission vehicle program, (2)
12low-emission vehicle program, (3) advanced clean trucks
13program, and (4) heavy-duty low NOx omnibus program, and shall
14amend the rules within 6 months of any changes to maintain
15consistency with the California motor vehicle emission
16standards and Section 177 of the Federal Clean Air Act. The
17rules may incorporate by reference the California motor
18vehicle standards established in final regulations issued by
19the California Air Resources Board pursuant to Title 13 of the
20California Code of Regulations and promulgated under the
21authority of Division 26 of the California Health and Safety
22Code.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
