SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/17-1000 new
220 ILCS 5/17-1100 new

    Amends the Public Utilities Act. Provides that any boards for electric cooperatives or municipal systems shall be required to announce any elections for board membership publicly and allow any residents of this State to run as a candidate. Provides that all electric cooperatives or municipal systems must retain documentation related to business operations for at least 5 years. Provides that any meeting agendas and minutes related to business operations must be publicly available.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Utilities Act is amended by adding
5Sections 17-1000 and 17-1100 as follows:
 
6    (220 ILCS 5/17-1000 new)
7    Sec. 17-1000. Board election announcement. Any boards for
8electric cooperatives, as defined in Section 3.4 of the
9Electric Supplier Act, or municipal systems shall be required
10to announce any elections for board membership publicly and
11allow any resident of this State to run as a candidate.

13    Sec. 17-1100. Document retention. All electric
14cooperatives or municipal systems must retain documentation
15related to business operations for at least 5 years. Any
16meeting agendas and minutes related to business operations
17must be publicly available.
