SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/29-21 new

    Amends the Election Code. Provides that a person commits a Class A misdemeanor if the person, with intent to injure a candidate or influence the result of an election, creates a deep fake video (a video created with the intent to deceive that appears to depict a real person performing an action that did not occur in reality) and causes the deep fake video to be published or distributed within 30 days of an election.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
529-21 as follows:
 
6    (10 ILCS 5/29-21 new)
7    Sec. 29-21. Deep fake videos.
8    (a) As used in this Section, "deep fake video" means a
9video created, with the intent to deceive, that appears to
10depict a real person performing an action that did not occur in
11reality.
12    (b) A person commits a Class A misdemeanor if the person,
13with intent to injure a candidate or influence the result of an
14election:
15        (1) creates a deep fake video; and
16        (2) causes the deep fake video to be published or
17    distributed within 30 days of an election.
