SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Road Designation Program Act. Establishes a designation program for the naming and subsequent placement of signage upon interstate or State-numbered highway interchanges or upon bridges or segments of highway under the jurisdiction of the Department of Transportation. Provides that any person who desires to have roads designated or to erect signage upon designated roads must, in an application to the Department, state the total cost of construction and maintenance of the requested signage, as well as provide: (1) a description of the interstate or State-numbered highway interchange or bridge or segment of highway for which the designation is sought and the proposed name of the interchange, bridge, or relevant segment of highway; and (2) a letter of sponsorship from the State Representative and State Senator for each district in which the road is located. Provides that the Department shall give notice of any proposed designation on the Department's official public website. Provides that signs are subject to all applicable federal and State limitations or conditions on highway signage. Provides that 2 signs shall be erected for each interchange, bridge, or segment of highway designation and that all money received by the Department for the construction and maintenance of interchange, bridge, or segment of highway signs shall be deposited into the Road Fund. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Road
5Designation Program Act.
 
6    Section 5. Purpose. This Act establishes a designation
7program for the naming and subsequent placement of signage
8upon interstate or State-numbered highway interchanges or upon
9bridges or segments of highway under the jurisdiction of the
10Department of Transportation.
 
11    Section 10. Definitions. As used in this Act:
12    "Department" means the Department of Transportation.
13    "Secretary" means the Secretary of the Department of
14Transportation.
 
15    Section 15. Road designation program.
16    (a) Any person who desires to have an interstate or
17State-numbered highway interchange or bridge or segment of
18highway under the jurisdiction of the Department designated
19shall petition the Department by submitting an application in
20a form prescribed by the Secretary. The form shall include the
21amount of the fee under subsection (b) and contain the

1following:
2        (1) a description of the interstate or State-numbered
3    highway interchange or bridge or segment of highway under
4    the jurisdiction of the Department for which the
5    designation is sought and the proposed name of the
6    interchange, bridge, or relevant segment of highway; and
7        (2) a letter of sponsorship from the State
8    Representative and State Senator for each district in
9    which the road is located.
10    (b) After determining that the petitioner meets all of the
11application requirements of subsection (a), the Department
12shall submit a recommendation containing the proposed
13designations to the sponsors in the General Assembly named in
14the application. The Department shall be notified upon the
15approval or denial of a proposed designation. Upon the
16approval of a proposed designation, the petitioner shall
17submit a fee to be determined by the Secretary to cover the
18costs of constructing and maintaining the proposed signs on
19the interchange, bridge, or segment of highway. The fee shall
20not exceed the cost of constructing and maintaining each sign.
21    (c) The Department shall give notice of any proposed
22designation under this Section on the Department's official
23public website.
24    (d) The honorary signs may be placed upon interstate or
25State-numbered highway interchanges or upon bridges or
26segments of highway under the jurisdiction of the Department

1according to the provisions of this Section, and any
2applicable federal and State limitations or conditions on
3highway signage, including location and spacing.
4    (e) Two signs shall be erected for each interchange,
5bridge, or segment of highway designation processed under this
6Section.
7    (f) No interchange, bridge, or segment of highway may be
8named or designated under this Section if it carries an
9existing designation.
10    (g) All money received by the Department for the
11construction and maintenance of interchange, bridge, or
12segment of highway signs shall be deposited into the Road
13Fund.
14    (h) The documents and fees required under this Section
15shall be submitted to the Department. The Department shall
16waive all fees for road designations made in honor of members
17of the United States Armed Forces and first responders who
18have died in the line of duty.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
