30 ILCS 571/10

    Amends the Project Labor Agreements Act. Provides for project labor agreements on public works projects totaling $15,000,000 or more in costs. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Project Labor Agreements Act is amended by
5changing Section 10 as follows:
 
6    (30 ILCS 571/10)
7    Sec. 10. Public works projects. On projects totaling
8$15,000,000 or more in costs a project-by-project basis, a
9State department, agency, authority, board, or instrumentality
10that is under the control of the Governor shall, on a
11project-by-project basis, include a project labor agreement on
12a public works project when that department, agency,
13authority, board, or instrumentality has determined that the
14agreement advances the State's interests of cost, efficiency,
15quality, safety, timeliness, skilled labor force, labor
16stability, or the State's policy to advance minority-owned and
17women-owned businesses and minority and female employment. For
18purposes of this Act, any corrective action performed pursuant
19to Title XVI of the Environmental Protection Act for which
20payment from the Underground Storage Tank Fund is requested
21shall be considered a public works project.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
