SYNOPSIS AS INTRODUCED:
 
20 ILCS 1305/10-68 new

    Amends the Department of Human Services Act. Requires the Department of Human Services to establish and maintain a centralized database to be known as the Early Childhood Data Center for the purpose of collecting and compiling early childhood information that will help the State and early childhood providers better assess and create solutions for problems identified in early childhood, health, education, and child well-being. Provides that the Early Childhood Data Center shall collect and compile, at a minimum, data on early childhood physical and mental health measures, school enrollment and academic performance, and family demographics. Requires early childhood providers, school administrators, and medical personnel to submit the data to the Early Childhood Data Center in a form and manner prescribed by the Department. Provides that no personally identifiable information shall be included in any data submitted to and compiled by the Early Childhood Data Center. Authorizes the Department to adopt any rules necessary to implement the Early Childhood Data Center, including, but not limited to, rules on reporting deadlines, the relevant agencies or individuals required to report, and the manner in which the data is compiled and made accessible to early childhood providers.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Human Services Act is amended
5by adding Section 10-68 as follows:
 
6    (20 ILCS 1305/10-68 new)
7    Sec. 10-68. Early Childhood Data Center. The Department
8shall establish and maintain a centralized database to be
9known as the Early Childhood Data Center for the purpose of
10collecting and compiling early childhood information that will
11help the State and early childhood providers better assess and
12create solutions for problems identified in early childhood,
13health, education, and child well-being. The Early Childhood
14Data Center shall include the following information, at a
15minimum, on Illinois children under the age of 6:
16        (1) Early childhood physical and mental health
17    statistics:
18            (A) Vaccination rates.
19            (B) Chronic physical diseases and conditions.
20            (C) Mental health conditions.
21            (D) Physical or developmental disabilities.
22        (2) School enrollment and academic performance:
23            (A) Preschool and kindergarten enrollment rates.

1            (B) Test scores and classroom performance.
2            (C) Cognitive and language skills.
3            (D) Physical motor skills.
4            (E) Social and emotional development.
5            (F) Behavioral assessments.
6        (3) Family demographics:
7            (A) Family income.
8            (B) Marital status of parent or guardian.
9            (C) Cultural and linguistic background.
10            (D) Identified incidents of child maltreatment.
11            (E) Incidence of homelessness or housing
12        instability.
13            (F) Parental substance use or behavioral
14        disorders.
15            (G) Incarcerated parents.
16    Early childhood providers, school administrators, and
17medical personnel shall submit the data described in this
18Section to the Early Childhood Data Center in a form and manner
19prescribed by the Department. No personally identifiable
20information shall be included in any data submitted to and
21compiled by the Early Childhood Data Center. The Department
22may adopt any rules necessary to implement the provisions of
23this Section, including, but not limited to, rules on
24reporting deadlines, the relevant agencies or individuals
25required to report, and the manner in which the data is
26compiled and made accessible to early childhood providers.
