1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Renewable Energy Component Recycling Task
5Force Act is amended by changing Section 15 as follows:
 
6    (20 ILCS 4118/15)
7    (Section scheduled to be repealed on December 31, 2025)
8    Sec. 15. Duties and report.
9    (a) The REC Recycling Task Force shall have the following
10duties:
11        (1) Investigate options for recycling and other end of
12    life management methods for renewable energy generation
13    components and energy storage devices in accordance with
14    State and federal requirements.
15        (2) Identify preferred methods to safely and
16    responsibly manage end of life renewable energy generating
17    components and energy storage devices, including the reuse
18    or refurbishment.
19        (3) Consider the economic and environmental costs and
20    benefits associated with each method of recycling or end
21    of life management identified.
22        (4) Project the economically productive life cycle of
23    various types of renewable energy generating equipment and

1    energy storage systems currently in use or planned for
2    development in this State and model the impact that may be
3    expected to the State's landfill capacity if landfill
4    disposal is permitted for all such equipment and storage
5    systems at end of life.
6        (5) Survey federal and other states' and countries'
7    regulatory requirements relating to the end of life
8    management, decommissioning, and financial assurance
9    requirements for owners, operators, developers, and
10    manufacturers of renewable energy generation components
11    and energy storage systems.
12        (6) Identify infrastructure that may be needed to
13    develop a practical, effective, and cost-efficient means
14    to collect and transport end of life renewable generation
15    components and energy storage systems in State for reuse,
16    refurbishment, recycling, or disposal.
17        (7) Receive stakeholder engagement and feedback on
18    various recycling and end of life management proposals for
19    renewable energy generation components and energy storage
20    systems.
21        (8) Develop recommendations for legislative,
22    administrative, or private sector action to implement
23    recycling and end of life management for renewable energy
24    generation components and energy storage systems.
25        (9) Consider the benefits of prohibiting a person from
26    mixing renewable energy generation components and energy

1    storage systems with municipal waste that is intended for
2    disposal at a landfill.
3        (10) Consider the benefits of prohibiting a person
4    from disposing of renewable energy generation components
5    and energy storage systems in a sanitary landfill.
6    (b) The REC Recycling Task Force shall submit a final
7report on activities conducted pursuant to this Act with
8findings, including stakeholder input, to the General Assembly
9and the Governor's Office no later than July 1, 2025.

11    Section 99. Effective date. This Act takes effect upon
12becoming law.
