HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Sergeant Shawn Curry of
4the Peoria Police Department for completing his term as chair
5of the Illinois Police Officers' Pension Investment Fund
6(IPOPIF); and
 
7    WHEREAS, Sgt. Curry was appointed by Governor JB Pritzker
8to serve on the IPOPIF Transitional Board for one year in 2019,
9which he was then selected to lead as chair; he was
10overwhelmingly elected to full term in 2021, serving as chair
11of the IPOPIF Board until 2023; and
 
12    WHEREAS, Through IPOPIF, Sgt. Curry was placed in charge
13of creating an investment fund that would have a value of over
14nine billion dollars in assets and overseeing a consolidation
15of 357 local pension funds, which was the largest
16consolidation of its kind in the nation; and
 
17    WHEREAS, Sgt. Curry worked with municipal leaders, state
18officials, union leaders, and pension board trustees to ensure
19the process was done with transparency, integrity, and free
20from special interests; and
 
21    WHEREAS, Sgt. Curry oversaw the drafting of policies and

1procedures and the hiring of executives, a legal team, subject
2matter experts, and fund executives; and
 
3    WHEREAS, Most importantly, Sgt. Curry worked with all
4parties to create and oversee the first IPOPIF Board of
5Trustees' election that encompassed the entire State of
6Illinois; and
 
7    WHEREAS, Sgt. Curry often met with union leaders,
8legislators, the governor's office, and police officers,
9providing regular progress updates while outlining the future
10direction of IPOPIF; he spent countless hours traveling the
11State to meet with pension trustees to garner their trust and
12answer any questions or concerns; and
 
13    WHEREAS, Sgt. Curry dedicated countless hours to the
14pension fund while working as a third shift beat cop during the
15COVID-19 pandemic and civil unrest; and
 
16    WHEREAS, At the end of his tenure as chair, Sgt. Curry
17successfully completed the nation's largest consolidation of
18local pension funds; and
 
19    WHEREAS, Sgt. Curry has a history of dedication and
20service; he started his career at the Woodford County
21Sheriff's Office, where he was named Deputy of the Year in

12003; and
 
2    WHEREAS, While serving the City of Peoria, Sgt. Curry has
3earned several letters of commendation, six Distinguished
4Service Awards, a Meritorious Service Award in 2018, and the
5Illinois Fraternal Order of Police Valor Award; he was also
6named the Police Officer of the Year in 2010 and the Illinois
7Public Pension Fund Association's Person of the Year in 2019;
8and
 
9    WHEREAS, For over the past decade, Sgt. Curry has lobbied
10for both victims of crime and for those who pursue justice in
11Springfield and Washington, D.C.; and
 
12    WHEREAS, Sgt. Curry's most notable accomplishment has been
13creating and passing the Illinois First Responders Suicide
14Prevention Act in 2019; he and his wife, Dr. Michelle Lilly,
15have trained over 1,000 first responders in mental health
16awareness and suicide prevention; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we congratulate Sergeant Shawn Curry for successfully
20completing his term as chair of the Illinois Police Officers'
21Pension Investment Fund (IPOPIF), and we thank him for his
22continued service to the City of Peoria and the State of

1Illinois; and be it further
 
2    RESOLVED, That a suitable copy of this resolution be
3presented to Sgt. Curry as a symbol of our esteem and respect.
