HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Taiwan, the Republic of
4China (R.O.C.) on the occasion of the 112th anniversary of its
5National Day; and
 
6    WHEREAS, The United States and Taiwan, R.O.C. have
7maintained a close friendship based on the 1979 Taiwan
8Relations Act, Public Law 96-8 96th Congress, which celebrates
9its 44th anniversary in 2023; and
 
10    WHEREAS, Taiwan, R.O.C. is the 9th largest trading partner
11of the U. S. as well as the 13th largest export market and 8th
12largest import market, with bilateral trade totaling US$ 135.6
13billion in 2022; and
 
14    WHEREAS, On July 25, 2023, the U.S. House of
15Representatives passed the Taiwan International Solidarity
16Act, H.R. 1176, to reaffirm that the U.S. will oppose any
17efforts by the People's Republic of China to interfere with
18Taiwan, R.O.C.'s ability to conduct diplomacy and participate
19in international organizations; and
 
20    WHEREAS, On August 7, 2023, the U.S.-Taiwan Initiative on
2121st-Century Trade First Agreement Implementation Act was

1signed into law by President Joe Biden, and the U.S. and
2Taiwan, R.O.C. will continue to hold talks on bilateral
3economic and trade issues through Trade and Investment
4Framework Agreements (TIFA), Technology, Trade and Investment
5Collaboration Frameworks (TTIC), and Economic Prosperity
6Partnership Dialogues (EPPD) to jointly advance the bilateral
7partnership between the two nations as well as to foster a more
8resilient, just, and flourishing economy for the 21st century;
9and
 
10    WHEREAS, Taiwan, R.O.C. and the State of Illinois
11established sister-state relations through an agreement signed
12by Illinois Governor Jim Edgar and Taiwan Governor Dr. Lien
13Chan in 1992; and
 
14    WHEREAS, The Taipei Economic and Cultural Office (TECO) in
15Chicago, formerly called the Consulate General of the Republic
16of China in Chicago, was originally established in 1930 and
17officially renamed in 1994; and
 
18    WHEREAS, TECO in Chicago, currently led by Director
19General Dennis Yen-Feng Lei, has multiple divisions providing
20services, including its Consular Division, Education Division,
21Economic Division, Press Division, and the Cultural Center of
22TECO; and

1    WHEREAS, TECO in Chicago's jurisdiction includes seven
2states in the Midwest, which are Illinois, Indiana, Iowa,
3Michigan, Minnesota, Ohio, and Wisconsin; and
 
4    WHEREAS, Taiwan, R.O.C. will observe its 112th National
5Day on October 10, 2023; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we congratulate Taiwan, the Republic of China (R.O.C.) on the
9112th anniversary of its National Day, and we commend the work
10of the Taipei Economic and Cultural Office (TECO) in Chicago;
11and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to Director General Dennis Yen-Feng Lei of the TECO
14in Chicago as an expression of our esteem and respect.
