HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of David Stover, who passed away on April 2, 2023; and

WHEREAS, David Stover was born to Rosalee Stover and Dan Stover in Centralia on November 12, 1946; he earned his Master of Science in Rehabilitation Administration and Counseling from Southern Illinois University at Carbondale; he married Janet Dhom on August 28, 1977; and

WHEREAS, David Stover was named executive director of the Illinois Association of Rehabilitation Facilities (IARF) on November 5, 1975, which was founded to assist in the development and improvement of services to Illinois rehabilitation facilities and the clients and patients of those facilities through study, experimentation, and an exchange of experiences; under his leadership, IARF grew to the largest statewide organization of intellectual/developmental disability providers in the State of Illinois; during his tenure, the organization advanced the missions of not-for-profit disability providers throughout Illinois through advocacy to the government of Illinois; and

WHEREAS, David Stover was named manager of the newly formed American Medical Rehabilitation Providers Association (AMRPA) in 1997, which was founded to provide legislative and regulatory advocacy, policy development, educational resources, and technical assistance and to advance the interests of the medical rehabilitation providers community overall; and

WHEREAS, David Stover founded the association management company Futures in Rehabilitation Management (FIRM); over the next several years, his firm successfully managed the operations of several national and Illinois-based associations, including IARF, AMRPA, the Academy of Spinal Cord Injury Professionals (ASCIP), the Illinois Society of Association Executives (ISAE), the American Society of Trial Consultants (ASTC), the Association of Veterinary Technician Educators (AVTE), the Illinois State Dental Foundation (ISDF), and the Illinois Society of Association Executives (ISAE; and

WHEREAS, David Stover was involved in many organizations throughout his community; he and a committed team of leaders were instrumental in bringing the National High School Rodeo Finals to Springfield for the first time in 2000, which subsequently returned to Springfield in 2001, 2006, and 2007; he cofounded the Round Prairie Co-op in 2008, a not-for-profit organization committed to building a water supply and distribution system, which has provided water services to over 300 residences in central Illinois; he also served as secretary of the Boys & Girls Clubs of Central Illinois' Board of Directors for several years until 2011; and

WHEREAS, David and Janet Stover, through their marriage and partnership, were responsible for significant contributions to not-for-profit social service organizations in Illinois and throughout the country; they also established the David and Janet Stover Scholarship with Southern Illinois University at Carbondale in 1994 to recognize and support an outstanding graduate student with motivation and concern to work for improvements in services for persons with disabilities, with their scholarship having been awarded to 50 students since its establishment; and

WHEREAS, David Stover designed his partially underground home, where he and his wife resided for 32 years, which was featured in an episode on Home & Garden TV (HGTV) in 2005; and

WHEREAS, David Stover was preceded in death by his parents and his brother, Donny; and

WHEREAS, David Stover is survived by his wife; his daughters, Amy (Michael) Cheatham and Charlene (Mike) Walsh; his grandson, Noah; his brother, Danny (Linda) Stover; his sister-in-law, Jan Stover; his nephews, Brennan, Dannon, Zach, and Gabe; and his friend and first wife, Susan (Richard) Morris; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of David Stover and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of David Stover as an expression of our deepest sympathy.
