1    AN ACT concerning gaming.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Findings. The General Assembly finds that:
5        (1) the State continues to have a responsibility to
6    provide resources related to prevention, treatment, and
7    recovery for persons suffering with a gambling problem or
8    gambling disorder; and
9        (2) a task force is necessary in order for there to be
10    a comprehensive review of gambling funding, services,
11    programs, and policies.
 
12    Section 5. The Illinois Gambling Act is amended by adding
13Section 13.3 as follows:
 
14    (230 ILCS 10/13.3 new)
15    Sec. 13.3. Problem Gambling Task Force.
16    (a) The Problem Gambling Task Force is created to provide
17recommendations to the General Assembly on how the State
18should continue to meet its responsibility to assist those who
19suffer from a gambling problem or disorder. The Task Force
20shall be composed of:
21        (1) one member of the Senate who shall serve as
22    cochair of the Task Force, appointed by the President of

1    the Senate;
2        (2) one member of the Senate, appointed by the
3    Minority Leader of the Senate;
4        (3) one member of the House of Representatives who
5    shall serve as cochair of the Task Force, appointed by the
6    Speaker of the House of Representatives;
7        (4) one member of the House of Representatives,
8    appointed by the Minority Leader of the House of
9    Representatives;
10        (5) one member appointed by the Governor who is a
11    representative from the health care industry;
12        (6) one member appointed by the Director of Public
13    Health who is a representative from the Department of
14    Public Health;
15        (7) one member appointed by the Chairman of the
16    Illinois Gaming Board who is a representative from the
17    Illinois Gaming Board;
18        (8) one member appointed by the Director of the
19    Lottery who is a representative from the Department of the
20    Lottery;
21        (9) one member appointed by the Chairman of the
22    Illinois Racing Board who is a representative from the
23    Illinois Racing Board;
24        (10) one member appointed by the Governor who is a
25    representative from a nonprofit organization with
26    experience in problem gambling treatment and recovery

1    services;
2        (11) one member of the public appointed by the
3    Governor who is impacted by a gambling problem or gambling
4    disorder;
5        (12) one member appointed by the Governor who is a
6    representative from a business or organization licensed
7    under the Illinois Horse Racing Act of 1975, the Illinois
8    Gambling Act, the Video Gaming Act, or the Sports Wagering
9    Act; and
10        (13) other State agency representatives or stakeholder
11    group representatives specially appointed by the Task
12    Force for the purpose of participating in specific topic
13    discussions or subcommittees.
14    The members of the Task Force shall serve without
15compensation, but they shall be reimbursed for their expenses
16incurred in performing their duties. The Task Force shall meet
17at least 4 times.
18    (b) The Task Force shall:
19        (1) review existing programs, services, and treatment
20    to address problem gambling and gambling disorders in this
21    State by public, private, and nonprofit entities;
22        (2) review existing programs, services, and treatment
23    to address problem gambling and gambling disorders in
24    other states and the federal government;
25        (3) review the emerging nexus between gambling
26    advertisements and gambling addiction;

1        (4) make recommendations to the General Assembly
2    regarding:
3            (A) whether additional research and study is
4        needed on the prevalence of problem gambling and
5        gambling disorders in the State;
6            (B) whether this State should expand State funding
7        for prevention, treatment, and recovery services to
8        address the need for these programs; and
9            (C) whether the current delivery of State
10        licensing and certification of problem gambling
11        providers meets the current and projected future
12        demand for services; and
13        (5) identify additional problem gambling areas for
14    consideration and any actions needed to ensure the State
15    or gambling regulatory entities are effectively addressing
16    problem gambling in an attempt to reduce the number of
17    persons impacted by this problem.
18    (c) The Department of Human Services shall provide
19administrative and other support to the Task Force.
20    (d) The Task Force shall submit a report of its
21recommendations to the Governor and the General Assembly by
22December 31, 2025.
23    (e) This Section is repealed January 1, 2027.
