1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the School
5District Mandate Task Force Act.
 
6    Section 5. School District Mandate Task Force.
7    (a) The School District Mandate Task Force is created for
8the purpose of conducting a Statewide study to determine the
9information and data sets needed to establish a system that
10provides a timely and reliable estimate of the anticipated
11fiscal, operational, and other impacts that a bill filed in
12the General Assembly imposes or may impose through mandates on
13a local school district.
14    (b) Members appointed to the Task Force shall reflect the
15racial, ethnic, and geographic diversity of this State.
16Membership of the Task Force shall be as follows:
17        (1) one member of the Senate, appointed by the
18    President of the Senate;
19        (2) one member of the Senate, appointed by the
20    Minority Leader of the Senate;
21        (3) one member of the House of Representatives,
22    appointed by the Speaker of the House of Representatives;
23        (4) one member of the House of Representatives,

1    appointed by the Minority Leader of the House of
2    Representatives;
3        (5) the State Superintendent or the State
4    Superintendent's designee;
5        (6) one member who represents a Statewide professional
6    teachers' organization, appointed by the State
7    Superintendent of Education;
8        (7) one member who represents a different Statewide
9    professional teachers' organization, appointed by the
10    State Superintendent of Education;
11        (8) one member from a Statewide organization
12    representing school principals, appointed by the State
13    Superintendent of Education;
14        (9) one member from a Statewide organization
15    representing school administrators, appointed by the State
16    Superintendent of Education;
17        (10) one member representing a school district
18    organized under Article 34 of this Code, appointed by the
19    State Superintendent of Education;
20        (11) one member of an association representing rural
21    and small schools, appointed by the State Superintendent
22    of Education;
23        (12) one member from a Statewide organization
24    representing school districts in the southern suburbs of
25    the City of Chicago, appointed by the State Superintendent
26    of Education;

1        (13) one member from a Statewide organization
2    representing large unit school districts, appointed by the
3    State Superintendent of Education;
4        (14) one member from a Statewide organization
5    representing school districts in the collar counties of
6    the City of Chicago, appointed by the State Superintendent
7    of Education;
8        (15) one member representing a Statewide organization
9    representing school boards, appointed by the State
10    Superintendent of Education; and
11        (16) one member representing the State Board of
12    Education, appointed by the State Superintendent of
13    Education.
14    (c) Members of the Task Force shall serve without
15compensation.
16    (d) The State Board of Education shall provide
17administrative and other support to the Task Force.
18    (e) The Task Force shall first meet no later than July 15,
192024, at the call of the State Superintendent of Education,
20and each subsequent meeting shall be called by the chairperson
21of the Task Force, who shall be designated by the State
22Superintendent of Education.
 
23    Section 10. Report. The Task Force shall submit its final
24report, including model language that may be used as
25legislation, to the General Assembly and the State Board of

1Education on or before November 15, 2024 and, upon the filing
2of its final report, the Task Force is dissolved.
 
3    Section 15. Repeal. This Act is repealed on July 1, 2025.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
