SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/6-513  from Ch. 95 1/2, par. 6-513

    Amends the Illinois Vehicle Code. Requires the completion of a human trafficking prevention course approved by the Secretary of State before the issuance or renewal of a commercial driver's license. Provides that the Secretary shall establish guidelines for training standards and make available a list of approved training courses.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 6-513 as follows:
 
6    (625 ILCS 5/6-513)  (from Ch. 95 1/2, par. 6-513)
7    Sec. 6-513. Commercial Driver's License or CDL. The
8content of the CDL shall include, but is not limited to the
9following:
10        (a) A CDL shall be distinctly marked "Commercial
11    Driver's License" or "CDL". It must include, but is not
12    limited to, the following information:
13            (1) the full legal name and the Illinois
14        domiciliary address (unless it is a non-domiciled CDL)
15        of the person to whom the CDL is issued;
16            (2) a color photograph of the person;
17            (3) a physical description of the person including
18        gender, height, weight, color of eyes, and hair color;
19            (4) date of birth;
20            (5) a CDL or file number assigned by the Secretary
21        of State;
22            (6) the person's signature;
23            (7) the class or type of commercial vehicle or

1        vehicles which the person is authorized to drive
2        together with any endorsements or restrictions;
3            (8) the name of the issuing state;
4            (9) the issuance and expiration dates of the CDL;
5        and
6            (10) the restriction code "V" if the driver has
7        been issued a medical variance.
8        (a-5) If the CDL is a non-domiciled CDL it must
9    contain the prominent statement that the license is a
10    "Non-domiciled Commercial Driver's License" or
11    "Non-domiciled CDL".
12        (b) Applicant Record Check. Prior to issuing,
13    renewing, upgrading, or transferring a CDL, the Secretary
14    of State shall obtain, review, and maintain upon issuance,
15    renewal, upgrade, or transfer the driver applicant's
16    driving record as required by 49 C.F.R. Part 383 and Part
17    384 and the United States Secretary of Transportation.
18        (c) Notification of Commercial Driver's License (CDL)
19    Issuance and Self-Certification. Within 10 days after
20    issuing a CDL, the Secretary of State must notify the
21    Commercial Driver License Information System of that fact,
22    and provide all information required to ensure
23    identification of the person. The Secretary shall also
24    post the driver's self-certification for the type of
25    driving operations to the CDLIS driver record.
26        (c-5) Change in driver identification information.

1    Within 10 days of any change of driver identification
2    information on any CDL holder, the Secretary of State must
3    notify the Commercial Driver License Information System of
4    the change.
5        (d) Renewal. Every person applying for a renewal of a
6    CDL must complete the appropriate application form
7    required by this Code and any other test deemed necessary
8    by the Secretary.
9        (e) Training. The Secretary shall require evidence of
10    the successful completion of an approved human trafficking
11    prevention course before the issuance or renewal of a CDL.
12    The Secretary shall develop and implement training
13    standards and make available a list of approved training
14    courses.
