SYNOPSIS AS INTRODUCED:

    Amends the School Code. Provides that educator licensees must be trained in the following topics at least once every 5 years: prevalent health conditions of students, social-emotional learning practices and standards, developing cultural competency, identifying warning signs of mental illness, trauma, and suicidal behavior in youth, domestic and sexual violence and the needs of expectant and parenting youth, working with exceptional students, educator ethics, and child sexual abuse and grooming behavior. With respect to the Educator Licensure Article of the Code, provides that, beginning July 1, 2025, in order to satisfy the requirements for licensure renewal, each professional educator licensee must complete specified training. Provides that certain entities shall be designated as approved to provide professional development activities delivered though in-service training or teacher and educational support personnel workshops or through online, asynchronous means (rather than to provide professional development activities) for the renewal of Professional Educator Licenses. Makes other changes.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
510-22.39, 21B-20, 21B-25, and 21B-45 as follows:
 
6    (105 ILCS 5/10-22.39)
7    Sec. 10-22.39. In-service training programs.
8    (a) To conduct in-service training programs for teachers.
9    (b) In addition to other topics at in-service training
10programs, educator licensees must be trained in the following
11topics at least once every 5 years: prevalent health
12conditions of students, social-emotional learning practices
13and standards, developing cultural competency, identifying
14warning signs of mental illness, trauma, and suicidal behavior
15in youth, domestic and sexual violence and the needs of
16expectant and parenting youth, working with exceptional
17students, educator ethics, and child sexual abuse and grooming
18behavior. In-service training programs may satisfy
19Professional Educator License renewal requirements under
20Section 21B-45.
21    Educational support personnel may be exempt from
22in-service training if the training is not relevant to the
23work they do.

1    School nurses under Section 10-22.23 of this Code are
2exempt from the training on prevalent health conditions of
3students under this subsection (b).
4at least once every 2 years, licensed school personnel and
5administrators who work with pupils in kindergarten through
6grade 12 shall be trained to identify the warning signs of
7mental illness, trauma, and suicidal behavior in youth and
8shall be taught appropriate intervention and referral
9techniques. A school district may utilize the Illinois Mental
10Health First Aid training program, established under the
11Illinois Mental Health First Aid Training Act and administered
12by certified instructors trained by a national association
13recognized as an authority in behavioral health, to provide
14the training and meet the requirements under this subsection.
15If licensed school personnel or an administrator obtains
16mental health first aid training outside of an in-service
17training program, he or she may present a certificate of
18successful completion of the training to the school district
19to satisfy the requirements of this subsection.
20    Training regarding the implementation of trauma-informed
21practices satisfies the requirements of this subsection (b).
22    A course of instruction as described in this subsection
23(b) may provide information that is relevant to and within the
24scope of the duties of licensed school personnel or school
25administrators. Such information may include, but is not
26limited to:

1        (1) the recognition of and care for trauma in students
2    and staff;
3        (2) the relationship between educator wellness and
4    student learning;
5        (3) the effect of trauma on student behavior and
6    learning;
7        (4) the prevalence of trauma among students, including
8    the prevalence of trauma among student populations at
9    higher risk of experiencing trauma;
10        (5) the effects of implicit or explicit bias on
11    recognizing trauma among various student groups in
12    connection with race, ethnicity, gender identity, sexual
13    orientation, socio-economic status, and other relevant
14    factors; and
15        (6) effective district practices that are shown to:
16            (A) prevent and mitigate the negative effect of
17        trauma on student behavior and learning; and
18            (B) support the emotional wellness of staff.
19    (b-5) The training regarding prevalent health conditions
20of students required by this Section shall include, but is not
21limited to, all of the following:
22        (1) Chronic health conditions of students.
23        (2) Anaphylactic reactions and management. Such
24    training shall be conducted by persons with expertise in
25    anaphylactic reactions and management.
26        (3) The management of asthma, the prevention of asthma

1    symptoms, and emergency response in the school setting.
2        (4) The basics of seizure recognition and first aid
3    and appropriate emergency protocols. Such training must be
4    fully consistent with the best practice guidelines issued
5    by the federal Centers for Disease Control and Prevention.
6        (5) The basics of diabetes care, how to identify when
7    a student with diabetes needs immediate or emergency
8    medical attention, and whom to contact in the case of an
9    emergency.
10    In consultation with professional organizations with
11expertise in student health issues, including, but not limited
12to, asthma management, anaphylactic reactions, seizure
13recognition, and diabetes care, the State Board of Education
14shall make available resource materials for educating school
15personnel about student health conditions and emergency
16response in the school setting.
17    (b-10) The training regarding social-emotional learning
18practices and standards required by this Section may include,
19but is not limited to:
20        (1) helping students recognize and manage their
21    emotions;
22        (2) demonstrating care and concern for others;
23        (3) establishing positive relationships;
24        (4) making responsible decisions;
25        (5) handling challenging situations constructively;
26        (6) developing cultural sensitivity;

1        (7) setting goals; and
2        (8) resisting peer pressure.
3    (b-15) In this subsection (b-15), "implicit racial bias"
4means a preference, positive or negative, for a racial or
5ethnic group that operates outside of awareness. This bias has
6the following 3 different components: affective, behavioral,
7and cognitive.
8    The training regarding developing cultural competency
9required by this Section shall include, but is not limited, to
10understanding and reducing implicit bias.
11    (b-20) The training regarding identifying warning signs of
12mental illness, trauma, and suicidal behavior in youth
13required by this Section shall include, but is not limited to,
14appropriate intervention and referral techniques, including
15resources and guidelines as outlined in Section 2-3.166.
16    Illinois Mental Health First Aid training, established
17under the Illinois Mental Health First Aid Training Act, may
18satisfy the requirements of this subsection (b-20).
19    If professional educator licensees and school support
20personnel obtain mental health first aid training outside of
21an in-service training program, they may present a certificate
22of successful completion of the training to the school
23district to satisfy the requirements of this subsection
24(b-20).
25    Training regarding the implementation of trauma-informed
26practices satisfies the requirements of this subsection

1(b-20). The training regarding trauma-informed practices may
2include, but is not limited to:
3        (1) the recognition of and care for trauma in students
4    and staff;
5        (2) the relationship between staff wellness and
6    student learning;
7        (3) the effect of trauma on student behavior and
8    learning;
9        (4) the prevalence of trauma among students, including
10    the prevalence of trauma among student populations at
11    higher risk of experiencing trauma;
12        (5) the effects of implicit or explicit bias on
13    recognizing trauma among various student groups in
14    connection with race, ethnicity, gender identity, sexual
15    orientation, socio-economic status, and other relevant
16    factors; and
17        (6) effective district and school practices that are
18    shown to:
19            (A) prevent and mitigate the negative effect of
20        trauma on student behavior and learning; and
21            (B) support the emotional wellness of staff.
22    (b-25) The training regarding working with exceptional
23students shall include, but is not limited to, instruction on
24the federal Americans with Disabilities Act of 1990 as it
25pertains to the school environment and current best practices
26regarding the identification and treatment of attention

1deficit hyperactivity disorder.
2    (b-30) The training regarding educator ethics shall
3include, but is not limited to, teacher-student conduct and
4school employee-student conduct and evidence-informed training
5on preventing, recognizing, reporting, and responding to child
6sexual abuse and grooming under Section 10-23.13.
7    (c) (Blank). School counselors, nurses, teachers and other
8school personnel who work with pupils may be trained to have a
9basic knowledge of matters relating to acquired
10immunodeficiency syndrome (AIDS), including the nature of the
11disease, its causes and effects, the means of detecting it and
12preventing its transmission, and the availability of
13appropriate sources of counseling and referral, and any other
14information that may be appropriate considering the age and
15grade level of such pupils. The School Board shall supervise
16such training. The State Board of Education and the Department
17of Public Health shall jointly develop standards for such
18training.
19    (d) In this subsection (d):
20    "Domestic violence" means abuse by a family or household
21member, as "abuse" and "family or household members" are
22defined in Section 103 of the Illinois Domestic Violence Act
23of 1986.
24    "Sexual violence" means sexual assault, abuse, or stalking
25of an adult or minor child proscribed in the Criminal Code of
261961 or the Criminal Code of 2012 in Sections 11-1.20,

111-1.30, 11-1.40, 11-1.50, 11-1.60, 12-7.3, 12-7.4, 12-7.5,
212-12, 12-13, 12-14, 12-14.1, 12-15, and 12-16, including
3sexual violence committed by perpetrators who are strangers to
4the victim and sexual violence committed by perpetrators who
5are known or related by blood or marriage to the victim.
6    The training regarding domestic and sexual violence and
7the needs of expectant and parenting youth required by this
8Section must be conducted by persons with expertise in
9domestic and sexual violence and the needs of expectant and
10parenting youth and shall include, but is not limited to:
11        (1) communicating with and listening to youth victims
12    of domestic or sexual violence and expectant and parenting
13    youth;
14        (2) connecting youth victims of domestic or sexual
15    violence and expectant and parenting youth to appropriate
16    in-school services and other agencies, programs, and
17    services as needed; and
18        (3) implementing the school district's policies,
19    procedures, and protocols with regard to such youth,
20    including confidentiality. At a minimum, school personnel
21    must be trained to understand, provide information and
22    referrals, and address issues pertaining to youth who are
23    parents, expectant parents, or victims of domestic or
24    sexual violence.
25    At least once every 2 years, an in-service training
26program for school personnel who work with pupils, including,

1but not limited to, school and school district administrators,
2teachers, school social workers, school counselors, school
3psychologists, and school nurses, must be conducted by persons
4with expertise in domestic and sexual violence and the needs
5of expectant and parenting youth and shall include training
6concerning (i) communicating with and listening to youth
7victims of domestic or sexual violence and expectant and
8parenting youth, (ii) connecting youth victims of domestic or
9sexual violence and expectant and parenting youth to
10appropriate in-school services and other agencies, programs,
11and services as needed, and (iii) implementing the school
12district's policies, procedures, and protocols with regard to
13such youth, including confidentiality. At a minimum, school
14personnel must be trained to understand, provide information
15and referrals, and address issues pertaining to youth who are
16parents, expectant parents, or victims of domestic or sexual
17violence.
18    (e) (Blank). At least every 2 years, an in-service
19training program for school personnel who work with pupils
20must be conducted by persons with expertise in anaphylactic
21reactions and management.
22    (f) (Blank). At least once every 2 years, a school board
23shall conduct in-service training on educator ethics,
24teacher-student conduct, and school employee-student conduct
25for all personnel.

2    (105 ILCS 5/21B-20)
3    Sec. 21B-20. Types of licenses. The State Board of
4Education shall implement a system of educator licensure,
5whereby individuals employed in school districts who are
6required to be licensed must have one of the following
7licenses: (i) a professional educator license; (ii) an
8educator license with stipulations; (iii) a substitute
9teaching license; or (iv) until June 30, 2023, a short-term
10substitute teaching license. References in law regarding
11individuals certified or certificated or required to be
12certified or certificated under Article 21 of this Code shall
13also include individuals licensed or required to be licensed
14under this Article. The first year of all licenses ends on June
1530 following one full year of the license being issued.
16    Beginning July 1, 2024, individuals licensed or required
17to be licensed under this Article shall complete training
18under Section 10-22.39.
19    The State Board of Education, in consultation with the
20State Educator Preparation and Licensure Board, may adopt such
21rules as may be necessary to govern the requirements for
22licenses and endorsements under this Section.
23        (1) Professional Educator License. Persons who (i)
24    have successfully completed an approved educator
25    preparation program and are recommended for licensure by

1    the Illinois institution offering the educator preparation
2    program, (ii) have successfully completed the required
3    testing under Section 21B-30 of this Code, (iii) have
4    successfully completed coursework on the psychology of,
5    the identification of, and the methods of instruction for
6    the exceptional child, including without limitation
7    children with learning disabilities, (iv) have
8    successfully completed coursework in methods of reading
9    and reading in the content area, and (v) have met all other
10    criteria established by rule of the State Board of
11    Education shall be issued a Professional Educator License.
12    All Professional Educator Licenses are valid until June 30
13    immediately following 5 years of the license being issued.
14    The Professional Educator License shall be endorsed with
15    specific areas and grade levels in which the individual is
16    eligible to practice. For an early childhood education
17    endorsement, an individual may satisfy the student
18    teaching requirement of his or her early childhood teacher
19    preparation program through placement in a setting with
20    children from birth through grade 2, and the individual
21    may be paid and receive credit while student teaching. The
22    student teaching experience must meet the requirements of
23    and be approved by the individual's early childhood
24    teacher preparation program.
25        Individuals can receive subsequent endorsements on the
26    Professional Educator License. Subsequent endorsements

1    shall require a minimum of 24 semester hours of coursework
2    in the endorsement area and passage of the applicable
3    content area test, unless otherwise specified by rule.
4        (2) Educator License with Stipulations. An Educator
5    License with Stipulations shall be issued an endorsement
6    that limits the license holder to one particular position
7    or does not require completion of an approved educator
8    program or both.
9        An individual with an Educator License with
10    Stipulations must not be employed by a school district or
11    any other entity to replace any presently employed teacher
12    who otherwise would not be replaced for any reason.
13        An Educator License with Stipulations may be issued
14    with the following endorsements:
15            (A) (Blank).
16            (B) Alternative provisional educator. An
17        alternative provisional educator endorsement on an
18        Educator License with Stipulations may be issued to an
19        applicant who, at the time of applying for the
20        endorsement, has done all of the following:
21                (i) Graduated from a regionally accredited
22            college or university with a minimum of a
23            bachelor's degree.
24                (ii) Successfully completed the first phase of
25            the Alternative Educator Licensure Program for
26            Teachers, as described in Section 21B-50 of this

1            Code.
2                (iii) Passed a content area test, as required
3            under Section 21B-30 of this Code.
4        The alternative provisional educator endorsement is
5    valid for 2 years of teaching and may be renewed for a
6    third year by an individual meeting the requirements set
7    forth in Section 21B-50 of this Code.
8            (C) Alternative provisional superintendent. An
9        alternative provisional superintendent endorsement on
10        an Educator License with Stipulations entitles the
11        holder to serve only as a superintendent or assistant
12        superintendent in a school district's central office.
13        This endorsement may only be issued to an applicant
14        who, at the time of applying for the endorsement, has
15        done all of the following:
16                (i) Graduated from a regionally accredited
17            college or university with a minimum of a master's
18            degree in a management field other than education.
19                (ii) Been employed for a period of at least 5
20            years in a management level position in a field
21            other than education.
22                (iii) Successfully completed the first phase
23            of an alternative route to superintendent
24            endorsement program, as provided in Section 21B-55
25            of this Code.
26                (iv) Passed a content area test required under

1            Section 21B-30 of this Code.
2            The endorsement is valid for 2 fiscal years in
3        order to complete one full year of serving as a
4        superintendent or assistant superintendent.
5            (D) (Blank).
6            (E) Career and technical educator. A career and
7        technical educator endorsement on an Educator License
8        with Stipulations may be issued to an applicant who
9        has a minimum of 60 semester hours of coursework from a
10        regionally accredited institution of higher education
11        or an accredited trade and technical institution and
12        has a minimum of 2,000 hours of experience outside of
13        education in each area to be taught.
14            The career and technical educator endorsement on
15        an Educator License with Stipulations is valid until
16        June 30 immediately following 5 years of the
17        endorsement being issued and may be renewed.
18            An individual who holds a valid career and
19        technical educator endorsement on an Educator License
20        with Stipulations but does not hold a bachelor's
21        degree may substitute teach in career and technical
22        education classrooms.
23            (F) (Blank).
24            (G) Transitional bilingual educator. A
25        transitional bilingual educator endorsement on an
26        Educator License with Stipulations may be issued for

1        the purpose of providing instruction in accordance
2        with Article 14C of this Code to an applicant who
3        provides satisfactory evidence that he or she meets
4        all of the following requirements:
5                (i) Possesses adequate speaking, reading, and
6            writing ability in the language other than English
7            in which transitional bilingual education is
8            offered.
9                (ii) Has the ability to successfully
10            communicate in English.
11                (iii) Either possessed, within 5 years
12            previous to his or her applying for a transitional
13            bilingual educator endorsement, a valid and
14            comparable teaching certificate or comparable
15            authorization issued by a foreign country or holds
16            a degree from an institution of higher learning in
17            a foreign country that the State Educator
18            Preparation and Licensure Board determines to be
19            the equivalent of a bachelor's degree from a
20            regionally accredited institution of higher
21            learning in the United States.
22            A transitional bilingual educator endorsement
23        shall be valid for prekindergarten through grade 12,
24        is valid until June 30 immediately following 5 years
25        of the endorsement being issued, and shall not be
26        renewed.

1            Persons holding a transitional bilingual educator
2        endorsement shall not be employed to replace any
3        presently employed teacher who otherwise would not be
4        replaced for any reason.
5            (H) Language endorsement. In an effort to
6        alleviate the shortage of teachers speaking a language
7        other than English in the public schools, an
8        individual who holds an Educator License with
9        Stipulations may also apply for a language
10        endorsement, provided that the applicant provides
11        satisfactory evidence that he or she meets all of the
12        following requirements:
13                (i) Holds a transitional bilingual
14            endorsement.
15                (ii) Has demonstrated proficiency in the
16            language for which the endorsement is to be issued
17            by passing the applicable language content test
18            required by the State Board of Education.
19                (iii) Holds a bachelor's degree or higher from
20            a regionally accredited institution of higher
21            education or, for individuals educated in a
22            country other than the United States, holds a
23            degree from an institution of higher learning in a
24            foreign country that the State Educator
25            Preparation and Licensure Board determines to be
26            the equivalent of a bachelor's degree from a

1            regionally accredited institution of higher
2            learning in the United States.
3                (iv) (Blank).
4            A language endorsement on an Educator License with
5        Stipulations is valid for prekindergarten through
6        grade 12 for the same validity period as the
7        individual's transitional bilingual educator
8        endorsement on the Educator License with Stipulations
9        and shall not be renewed.
10            (I) Visiting international educator. A visiting
11        international educator endorsement on an Educator
12        License with Stipulations may be issued to an
13        individual who is being recruited by a particular
14        school district that conducts formal recruitment
15        programs outside of the United States to secure the
16        services of qualified teachers and who meets all of
17        the following requirements:
18                (i) Holds the equivalent of a minimum of a
19            bachelor's degree issued in the United States.
20                (ii) Has been prepared as a teacher at the
21            grade level for which he or she will be employed.
22                (iii) Has adequate content knowledge in the
23            subject to be taught.
24                (iv) Has an adequate command of the English
25            language.
26            A holder of a visiting international educator

1        endorsement on an Educator License with Stipulations
2        shall be permitted to teach in bilingual education
3        programs in the language that was the medium of
4        instruction in his or her teacher preparation program,
5        provided that he or she passes the English Language
6        Proficiency Examination or another test of writing
7        skills in English identified by the State Board of
8        Education, in consultation with the State Educator
9        Preparation and Licensure Board.
10            A visiting international educator endorsement on
11        an Educator License with Stipulations is valid for 5
12        years and shall not be renewed.
13            (J) Paraprofessional educator. A paraprofessional
14        educator endorsement on an Educator License with
15        Stipulations may be issued to an applicant who holds a
16        high school diploma or its recognized equivalent and
17        (i) holds an associate's degree or a minimum of 60
18        semester hours of credit from a regionally accredited
19        institution of higher education; (ii) has passed a
20        paraprofessional competency test under subsection
21        (c-5) of Section 21B-30; or (iii) is at least 18 years
22        of age and will be using the Educator License with
23        Stipulations exclusively for grades prekindergarten
24        through grade 8, until the individual reaches the age
25        of 19 years and otherwise meets the criteria for a
26        paraprofessional educator endorsement pursuant to this

1        subparagraph (J). The paraprofessional educator
2        endorsement is valid until June 30 immediately
3        following 5 years of the endorsement being issued and
4        may be renewed through application and payment of the
5        appropriate fee, as required under Section 21B-40 of
6        this Code. An individual who holds only a
7        paraprofessional educator endorsement is not subject
8        to additional requirements in order to renew the
9        endorsement.
10            (K) Chief school business official. A chief school
11        business official endorsement on an Educator License
12        with Stipulations may be issued to an applicant who
13        qualifies by having a master's degree or higher, 2
14        years of full-time administrative experience in school
15        business management or 2 years of university-approved
16        practical experience, and a minimum of 24 semester
17        hours of graduate credit in a program approved by the
18        State Board of Education for the preparation of school
19        business administrators and by passage of the
20        applicable State tests, including an applicable
21        content area test.
22            The chief school business official endorsement may
23        also be affixed to the Educator License with
24        Stipulations of any holder who qualifies by having a
25        master's degree in business administration, finance,
26        accounting, or public administration and who completes

1        an additional 6 semester hours of internship in school
2        business management from a regionally accredited
3        institution of higher education and passes the
4        applicable State tests, including an applicable
5        content area test. This endorsement shall be required
6        for any individual employed as a chief school business
7        official.
8            The chief school business official endorsement on
9        an Educator License with Stipulations is valid until
10        June 30 immediately following 5 years of the
11        endorsement being issued and may be renewed if the
12        license holder completes renewal requirements as
13        required for individuals who hold a Professional
14        Educator License endorsed for chief school business
15        official under Section 21B-45 of this Code and such
16        rules as may be adopted by the State Board of
17        Education.
18            The State Board of Education shall adopt any rules
19        necessary to implement Public Act 100-288.
20            (L) Provisional in-state educator. A provisional
21        in-state educator endorsement on an Educator License
22        with Stipulations may be issued to a candidate who has
23        completed an Illinois-approved educator preparation
24        program at an Illinois institution of higher education
25        and who has not successfully completed an
26        evidence-based assessment of teacher effectiveness but

1        who meets all of the following requirements:
2                (i) Holds at least a bachelor's degree.
3                (ii) Has completed an approved educator
4            preparation program at an Illinois institution.
5                (iii) Has passed an applicable content area
6            test, as required by Section 21B-30 of this Code.
7                (iv) Has attempted an evidence-based
8            assessment of teacher effectiveness and received a
9            minimum score on that assessment, as established
10            by the State Board of Education in consultation
11            with the State Educator Preparation and Licensure
12            Board.
13            A provisional in-state educator endorsement on an
14        Educator License with Stipulations is valid for one
15        full fiscal year after the date of issuance and may not
16        be renewed.
17            (M) (Blank).
18            (N) Specialized services. A specialized services
19        endorsement on an Educator License with Stipulations
20        may be issued as defined and specified by rule.
21        (3) Substitute Teaching License. A Substitute Teaching
22    License may be issued to qualified applicants for
23    substitute teaching in all grades of the public schools,
24    prekindergarten through grade 12. Substitute Teaching
25    Licenses are not eligible for endorsements. Applicants for
26    a Substitute Teaching License must hold a bachelor's

1    degree or higher from a regionally accredited institution
2    of higher education or must be enrolled in an approved
3    educator preparation program in this State and have earned
4    at least 90 credit hours.
5        Substitute Teaching Licenses are valid for 5 years.
6        Substitute Teaching Licenses are valid for substitute
7    teaching in every county of this State. If an individual
8    has had his or her Professional Educator License or
9    Educator License with Stipulations suspended or revoked,
10    then that individual is not eligible to obtain a
11    Substitute Teaching License.
12        A substitute teacher may only teach in the place of a
13    licensed teacher who is under contract with the employing
14    board. If, however, there is no licensed teacher under
15    contract because of an emergency situation, then a
16    district may employ a substitute teacher for no longer
17    than 30 calendar days per each vacant position in the
18    district if the district notifies the appropriate regional
19    office of education within 5 business days after the
20    employment of the substitute teacher in the emergency
21    situation. An emergency situation is one in which an
22    unforeseen vacancy has occurred and (i) a teacher is
23    unable to fulfill his or her contractual duties or (ii)
24    teacher capacity needs of the district exceed previous
25    indications, and the district is actively engaged in
26    advertising to hire a fully licensed teacher for the

1    vacant position.
2        There is no limit on the number of days that a
3    substitute teacher may teach in a single school district,
4    provided that no substitute teacher may teach for longer
5    than 120 days beginning with the 2021-2022 school year
6    through the 2022-2023 school year, otherwise 90 school
7    days for any one licensed teacher under contract in the
8    same school year. A substitute teacher who holds a
9    Professional Educator License or Educator License with
10    Stipulations shall not teach for more than 120 school days
11    for any one licensed teacher under contract in the same
12    school year. The limitations in this paragraph (3) on the
13    number of days a substitute teacher may be employed do not
14    apply to any school district operating under Article 34 of
15    this Code.
16        A school district may not require an individual who
17    holds a valid Professional Educator License or Educator
18    License with Stipulations to seek or hold a Substitute
19    Teaching License to teach as a substitute teacher.
20        (4) Short-Term Substitute Teaching License. Beginning
21    on July 1, 2018 and until June 30, 2023, the State Board of
22    Education may issue a Short-Term Substitute Teaching
23    License. A Short-Term Substitute Teaching License may be
24    issued to a qualified applicant for substitute teaching in
25    all grades of the public schools, prekindergarten through
26    grade 12. Short-Term Substitute Teaching Licenses are not

1    eligible for endorsements. Applicants for a Short-Term
2    Substitute Teaching License must hold an associate's
3    degree or have completed at least 60 credit hours from a
4    regionally accredited institution of higher education.
5        Short-Term Substitute Teaching Licenses are valid for
6    substitute teaching in every county of this State. If an
7    individual has had his or her Professional Educator
8    License or Educator License with Stipulations suspended or
9    revoked, then that individual is not eligible to obtain a
10    Short-Term Substitute Teaching License.
11        The provisions of Sections 10-21.9 and 34-18.5 of this
12    Code apply to short-term substitute teachers.
13        An individual holding a Short-Term Substitute Teaching
14    License may teach no more than 15 consecutive days per
15    licensed teacher who is under contract. For teacher
16    absences lasting 6 or more days per licensed teacher who
17    is under contract, a school district may not hire an
18    individual holding a Short-Term Substitute Teaching
19    License, unless the Governor has declared a disaster due
20    to a public health emergency pursuant to Section 7 of the
21    Illinois Emergency Management Agency Act. An individual
22    holding a Short-Term Substitute Teaching License must
23    complete the training program under Section 10-20.67 or
24    34-18.60 of this Code to be eligible to teach at a public
25    school. This paragraph (4) is inoperative on and after
26    July 1, 2023.

5    (105 ILCS 5/21B-25)
6    Sec. 21B-25. Endorsement on licenses. All licenses issued
7under paragraph (1) of Section 21B-20 of this Code shall be
8specifically endorsed by the State Board of Education for each
9content area, school support area, and administrative area for
10which the holder of the license is qualified. Recognized
11institutions approved to offer educator preparation programs
12shall be trained to add endorsements to licenses issued to
13applicants who meet all of the requirements for the
14endorsement or endorsements, including passing any required
15tests. The State Superintendent of Education shall randomly
16audit institutions to ensure that all rules and standards are
17being followed for entitlement or when endorsements are being
18recommended.
19        (1) The State Board of Education, in consultation with
20    the State Educator Preparation and Licensure Board, shall
21    establish, by rule, the grade level and subject area
22    endorsements to be added to the Professional Educator
23    License. These rules shall outline the requirements for
24    obtaining each endorsement.
25        (2) In addition to any and all grade level and content

1    area endorsements developed by rule, the State Board of
2    Education, in consultation with the State Educator
3    Preparation and Licensure Board, shall develop the
4    requirements for the following endorsements:
5            (A) (Blank).
6            (B) Principal endorsement. A principal endorsement
7        shall be affixed to a Professional Educator License of
8        any holder who qualifies by having all of the
9        following:
10                (i) Successful completion of a principal
11            preparation program approved in accordance with
12            Section 21B-60 of this Code and any applicable
13            rules.
14                (ii) At least 4 total years of teaching or 4
15            total years of working in the capacity of school
16            support personnel in an Illinois public school or
17            nonpublic school recognized by the State Board of
18            Education, in a school under the supervision of
19            the Department of Corrections, or in an
20            out-of-state public school or out-of-state
21            nonpublic school meeting out-of-state recognition
22            standards comparable to those approved by the
23            State Superintendent of Education; however, the
24            State Board of Education, in consultation with the
25            State Educator Preparation and Licensure Board,
26            shall allow, by rules, for fewer than 4 years of

1            experience based on meeting standards set forth in
2            such rules, including without limitation a review
3            of performance evaluations or other evidence of
4            demonstrated qualifications.
5                (iii) A master's degree or higher from a
6            regionally accredited college or university.
7            (C) Chief school business official endorsement. A
8        chief school business official endorsement shall be
9        affixed to the Professional Educator License of any
10        holder who qualifies by having a master's degree or
11        higher, 2 years of full-time administrative experience
12        in school business management or 2 years of
13        university-approved practical experience, and a
14        minimum of 24 semester hours of graduate credit in a
15        program approved by the State Board of Education for
16        the preparation of school business administrators and
17        by passage of the applicable State tests. The chief
18        school business official endorsement may also be
19        affixed to the Professional Educator License of any
20        holder who qualifies by having a master's degree in
21        business administration, finance, accounting, or
22        public administration and who completes an additional
23        6 semester hours of internship in school business
24        management from a regionally accredited institution of
25        higher education and passes the applicable State
26        tests. This endorsement shall be required for any

1        individual employed as a chief school business
2        official.
3            (D) Superintendent endorsement. A superintendent
4        endorsement shall be affixed to the Professional
5        Educator License of any holder who has completed a
6        program approved by the State Board of Education for
7        the preparation of superintendents of schools, has had
8        at least 2 years of experience employed full-time in a
9        general administrative position or as a full-time
10        principal, director of special education, or chief
11        school business official in the public schools or in a
12        State-recognized nonpublic school in which the chief
13        administrator is required to have the licensure
14        necessary to be a principal in a public school in this
15        State and where a majority of the teachers are
16        required to have the licensure necessary to be
17        instructors in a public school in this State, and has
18        passed the required State tests; or of any holder who
19        has completed a program that is not an
20        Illinois-approved educator preparation program at an
21        Illinois institution of higher education and that has
22        recognition standards comparable to those approved by
23        the State Superintendent of Education and holds the
24        general administrative, principal, or chief school
25        business official endorsement and who has had 2 years
26        of experience as a principal, director of special

1        education, or chief school business official while
2        holding a valid educator license or certificate
3        comparable in validity and educational and experience
4        requirements and has passed the appropriate State
5        tests, as provided in Section 21B-30 of this Code. The
6        superintendent endorsement shall allow individuals to
7        serve only as a superintendent or assistant
8        superintendent.
9            (E) Teacher leader endorsement. It shall be the
10        policy of this State to improve the quality of
11        instructional leaders by providing a career pathway
12        for teachers interested in serving in leadership
13        roles, but not as principals. The State Board of
14        Education, in consultation with the State Educator
15        Preparation and Licensure Board, may issue a teacher
16        leader endorsement under this subdivision (E). Persons
17        who meet and successfully complete the requirements of
18        the endorsement shall be issued a teacher leader
19        endorsement on the Professional Educator License for
20        serving in schools in this State. Teacher leaders may
21        qualify to serve in such positions as department
22        chairs, coaches, mentors, curriculum and instruction
23        leaders, or other leadership positions as defined by
24        the district. The endorsement shall be available to
25        those teachers who (i) hold a Professional Educator
26        License, (ii) hold a master's degree or higher from a

1        regionally accredited institution, (iii) have
2        completed a program of study that has been approved by
3        the State Board of Education, in consultation with the
4        State Educator Preparation and Licensure Board, and
5        (iv) have successfully demonstrated competencies as
6        defined by rule.
7            A teacher who meets the requirements set forth in
8        this Section and holds a teacher leader endorsement
9        may evaluate teachers pursuant to Section 24A-5 of
10        this Code, provided that the individual has completed
11        the evaluation component required by Section 24A-3 of
12        this Code and a teacher leader is allowed to evaluate
13        personnel under the respective school district's
14        collective bargaining agreement.
15            The State Board of Education, in consultation with
16        the State Educator Preparation and Licensure Board,
17        may adopt such rules as may be necessary to establish
18        and implement the teacher leader endorsement program
19        and to specify the positions for which this
20        endorsement shall be required.
21            (F) Special education endorsement. A special
22        education endorsement in one or more areas shall be
23        affixed to a Professional Educator License for any
24        individual that meets those requirements established
25        by the State Board of Education in rules. Special
26        education endorsement areas shall include without

1        limitation the following:
2                (i) Learning Behavior Specialist I;
3                (ii) Learning Behavior Specialist II;
4                (iii) Speech Language Pathologist;
5                (iv) Blind or Visually Impaired;
6                (v) Deaf-Hard of Hearing;
7                (vi) Early Childhood Special Education; and
8                (vii) Director of Special Education.
9        Notwithstanding anything in this Code to the contrary,
10        the State Board of Education, in consultation with the
11        State Educator Preparation and Licensure Board, may
12        add additional areas of special education by rule.
13            (G) School support personnel endorsement. School
14        support personnel endorsement areas shall include, but
15        are not limited to, school counselor, marriage and
16        family therapist, school psychologist, school speech
17        and language pathologist, school nurse, and school
18        social worker. This endorsement is for individuals who
19        are not teachers or administrators, but still require
20        licensure to work in an instructional support position
21        in a public or State-operated elementary school,
22        secondary school, or cooperative or joint agreement
23        with a governing body or board of control or a charter
24        school operating in compliance with the Charter
25        Schools Law. The school support personnel endorsement
26        shall be affixed to the Professional Educator License

1        and shall meet all of the requirements established in
2        any rules adopted to implement this subdivision (G).
3        The holder of such an endorsement is entitled to all of
4        the rights and privileges granted holders of any other
5        Professional Educator License, including teacher
6        benefits, compensation, and working conditions.
7        Beginning July 1, 2024, individuals holding a school
8        support personnel endorsement shall complete training
9        under Section 10-22.39.

15    Sec. 21B-45. Professional Educator License renewal.
16    (a) Individuals holding a Professional Educator License
17are required to complete the licensure renewal requirements as
18specified in this Section, unless otherwise provided in this
19Code.
20    Individuals holding a Professional Educator License shall
21meet the renewal requirements set forth in this Section,
22unless otherwise provided in this Code. If an individual holds
23a license endorsed in more than one area that has different
24renewal requirements, that individual shall follow the renewal
25requirements for the position for which the individual he or

1she spends the majority of the individual's his or her time
2working.
3    (b) All Professional Educator Licenses not renewed as
4provided in this Section shall lapse on September 1 of that
5year. Notwithstanding any other provisions of this Section, if
6a license holder's electronic mail address is available, the
7State Board of Education shall send him or her notification
8electronically that his or her license will lapse if not
9renewed, to be sent no more than 6 months prior to the license
10lapsing. Lapsed licenses may be immediately reinstated upon
11(i) payment to the State Board of Education by the applicant of
12a $50 penalty or (ii) the demonstration of proficiency by
13completing 9 semester hours of coursework from a regionally
14accredited institution of higher education in the content area
15that most aligns with one or more of the educator's
16endorsement areas. Any and all back fees, including without
17limitation registration fees owed from the time of expiration
18of the license until the date of reinstatement, shall be paid
19and kept in accordance with the provisions in Article 3 of this
20Code concerning an institute fund and the provisions in
21Article 21B of this Code concerning fees and requirements for
22registration. Licenses not registered in accordance with
23Section 21B-40 of this Code shall lapse after a period of 6
24months from the expiration of the last year of registration or
25on January 1 of the fiscal year following initial issuance of
26the license. An unregistered license is invalid after

1September 1 for employment and performance of services in an
2Illinois public or State-operated school or cooperative and in
3a charter school. Any license or endorsement may be
4voluntarily surrendered by the license holder. A voluntarily
5surrendered license shall be treated as a revoked license. An
6Educator License with Stipulations with only a
7paraprofessional endorsement does not lapse.
8    (c) From July 1, 2013 through June 30, 2014, in order to
9satisfy the requirements for licensure renewal provided for in
10this Section, each professional educator licensee with an
11administrative endorsement who is working in a position
12requiring such endorsement shall complete one Illinois
13Administrators' Academy course, as described in Article 2 of
14this Code, per fiscal year.
15    (c-5) All licenses issued by the State Board of Education
16under this Article that expire on June 30, 2020 and have not
17been renewed by the end of the 2020 renewal period shall be
18extended for one year and shall expire on June 30, 2021.
19    (d) Beginning July 1, 2014, in order to satisfy the
20requirements for licensure renewal provided for in this
21Section, each professional educator licensee may create a
22professional development plan each year. The plan shall
23address one or more of the endorsements that are required of
24his or her educator position if the licensee is employed and
25performing services in an Illinois public or State-operated
26school or cooperative. If the licensee is employed in a

1charter school, the plan shall address that endorsement or
2those endorsements most closely related to his or her educator
3position. Licensees employed and performing services in any
4other Illinois schools may participate in the renewal
5requirements by adhering to the same process.
6    Except as otherwise provided in this Section, the
7licensee's professional development activities shall align
8with one or more of the following criteria:
9        (1) activities are of a type that engages engage
10    participants over a sustained period of time allowing for
11    analysis, discovery, and application as they relate to
12    student learning, social or emotional achievement, or
13    well-being;
14        (2) professional development aligns to the licensee's
15    performance;
16        (3) outcomes for the activities must relate to student
17    growth or district improvement;
18        (4) activities align to State-approved standards; and
19        (5) higher education coursework.
20    (d-5) Beginning July 1, 2025, in order to satisfy the
21requirements for licensure renewal provided for in this
22Section, each professional educator licensee must complete the
23following training at least once per 5-year renewal cycle:
24        (1) prevalent health conditions of students;
25        (2) social-emotional learning practices and standards;
26        (3) developing cultural competency;

1        (4) identifying warning signs of mental illness and
2    suicidal behavior in youth and appropriate intervention
3    and referral techniques;
4        (5) implementation of trauma-informed practices;
5        (6) domestic and sexual violence and the needs of
6    expectant and parenting youth;
7        (7) working with exceptional students; and
8        (8) educator ethics and evidence-informed training on
9    preventing, recognizing, reporting, and responding to
10    child sexual abuse and grooming behavior;
11    (e) For each renewal cycle, each professional educator
12licensee shall engage in professional development activities.
13Prior to renewal, the licensee shall enter electronically into
14the Educator Licensure Information System (ELIS) the name,
15date, and location of the activity, the number of professional
16development hours, and the provider's name. The following
17provisions shall apply concerning professional development
18activities:
19        (1) Each licensee shall complete a total of 120 hours
20    of professional development per 5-year renewal cycle in
21    order to renew the license, except as otherwise provided
22    in this Section. Required training under subsection (d-5)
23    shall be credited toward the total hours required to renew
24    the license.
25        (2) Beginning with a licensee's his or her first full
26    5-year cycle, any licensee with an administrative

1    endorsement who is not working in a position requiring
2    such endorsement is not required to complete Illinois
3    Administrators' Academy courses, as described in Article 2
4    of this Code. Such licensees must complete one Illinois
5    Administrators' Academy course within one year after
6    returning to a position that requires the administrative
7    endorsement.
8        (3) Any licensee with an administrative endorsement
9    who is working in a position requiring such endorsement or
10    an individual with a Teacher Leader endorsement serving in
11    an administrative capacity at least 50% of the day shall
12    complete one Illinois Administrators' Academy course, as
13    described in Article 2 of this Code, each fiscal year in
14    addition to 100 hours of professional development per
15    5-year renewal cycle in accordance with this Code.
16    However, for the 2021-2022 school year only, a licensee
17    under this paragraph (3) is not required to complete an
18    Illinois Administrators' Academy course. Required training
19    under subsection (d-5) shall be credited toward the total
20    hours required to renew the license.
21        (4) Any licensee holding a current National Board for
22    Professional Teaching Standards (NBPTS) master teacher
23    designation shall complete a total of 60 hours of
24    professional development per 5-year renewal cycle in order
25    to renew the license. Required training under subsection
26    (d-5) shall be credited toward the total hours required to

1    renew the license.
2        (5) Licensees working in a position that does not
3    require educator licensure or working in a position for
4    less than 50% for any particular year are considered to be
5    exempt and shall be required to pay only the registration
6    fee in order to renew and maintain the validity of the
7    license.
8        (6) Licensees who are retired and qualify for benefits
9    from a State of Illinois retirement system shall be listed
10    as retired, and the license shall be maintained in retired
11    status. For any renewal cycle in which a licensee retires
12    during the renewal cycle, the licensee must complete
13    professional development activities on a prorated basis
14    depending on the number of years during the renewal cycle
15    the educator held an active license. Required training
16    under subsection (d-5) shall be credited toward the total
17    hours required to renew the license. If a licensee retires
18    during a renewal cycle, the license status must be updated
19    using ELIS indicating that the licensee wishes to maintain
20    the license in retired status and the licensee must show
21    proof of completion of professional development activities
22    on a prorated basis for all years of that renewal cycle for
23    which the license was active. An individual with a license
24    in retired status shall not be required to complete
25    professional development activities or complete required
26    training under subsection (d-5) until returning to a

1    position that requires educator licensure. Upon returning
2    to work in a position that requires the Professional
3    Educator License, the license status shall immediately be
4    updated using ELIS and the licensee shall complete renewal
5    requirements for that year. A retired teacher, even if
6    returning to a position that requires educator licensure,
7    shall not be required to pay registration fees. A license
8    in retired status cannot lapse. Beginning on January 6,
9    2017 (the effective date of Public Act 99-920) through
10    December 31, 2017, any licensee who has retired and whose
11    license has lapsed for failure to renew as provided in
12    this Section may reinstate that license and maintain it in
13    retired status upon providing proof to the State Board of
14    Education using ELIS that the licensee is retired and is
15    not working in a position that requires a Professional
16    Educator License.
17        (7) For any renewal cycle in which professional
18    development hours were required or training under
19    subsection (d-5) was required, but not fulfilled, the
20    licensee shall complete any missed hours or training to
21    total the minimum professional development hours and
22    training required in this Section prior to September 1 of
23    that year. Professional development hours and training
24    required under this Section that are used to fulfill the
25    minimum required hours for a renewal cycle may be used for
26    only one renewal cycle. For any fiscal year or renewal

1    cycle in which an Illinois Administrators' Academy course
2    was required but not completed, the licensee shall
3    complete any missed Illinois Administrators' Academy
4    courses prior to September 1 of that year. The licensee
5    may complete all deficient hours and Illinois
6    Administrators' Academy courses while continuing to work
7    in a position that requires that license until September 1
8    of that year.
9        (8) Any licensee who has not fulfilled the
10    professional development renewal requirements set forth in
11    this Section at the end of any 5-year renewal cycle is
12    ineligible to register the licensee's his or her license
13    and may submit an appeal to the State Superintendent of
14    Education for reinstatement of the license.
15        (9) If professional development opportunities were
16    unavailable to a licensee, proof that opportunities were
17    unavailable and request for an extension of time beyond
18    August 31 to complete the renewal requirements may be
19    submitted from April 1 through June 30 of that year to the
20    State Educator Preparation and Licensure Board. If an
21    extension is approved, the license shall remain valid
22    during the extension period.
23        (10) Individuals who hold exempt licenses prior to
24    December 27, 2013 (the effective date of Public Act
25    98-610) shall commence the annual renewal process with the
26    first scheduled registration due after December 27, 2013

1    (the effective date of Public Act 98-610).
2        (11) Notwithstanding any other provision of this
3    subsection (e), if a licensee earns more than the required
4    number of professional development hours during a renewal
5    cycle, then the licensee may carry over any hours earned
6    from April 1 through June 30 of the last year of the
7    renewal cycle. Any hours carried over in this manner must
8    be applied to the next renewal cycle. Training required
9    under subsection (d-5) may not be carried over to the next
10    renewal cycle. Illinois Administrators' Academy courses or
11    hours earned in those courses may not be carried over.
12        (12) Beginning with a licensee's first full 5-year
13    cycle, the licensee is required to complete the training
14    under paragraphs (1), (4), and (6) of subsection (d-5)
15    within 6 months after working in a position that requires
16    the license.
17    (e-5) The number of professional development hours
18required under subsection (e) is reduced by 20% for any
19renewal cycle that includes the 2021-2022 school year.
20    (f) At the time of renewal, each licensee shall respond to
21the required questions under penalty of perjury.
22    (f-5) The State Board of Education shall conduct random
23audits of licensees to verify a licensee's fulfillment of the
24professional development hours and training required under
25this Section. Upon completion of a random audit, if it is
26determined by the State Board of Education that the licensee

1did not complete the required number of professional
2development hours or required training or did not provide
3sufficient proof of completion, the licensee shall be notified
4that his or her license has lapsed. A license that has lapsed
5under this subsection may be reinstated as provided in
6subsection (b).
7    (g) The following entities shall be designated as approved
8to provide professional development activities delivered
9through in-service training or teacher and educational support
10personnel workshops or through online, asynchronous means for
11the renewal of Professional Educator Licenses:
12        (1) The State Board of Education.
13        (2) Regional offices of education and intermediate
14    service centers.
15        (3) Illinois professional associations representing
16    the following groups that are approved by the State
17    Superintendent of Education:
18            (A) school administrators;
19            (B) principals;
20            (C) school business officials;
21            (D) teachers, including special education
22        teachers;
23            (E) school boards;
24            (F) school districts;
25            (G) parents; and
26            (H) school service personnel.

1        (4) Regionally accredited institutions of higher
2    education that offer Illinois-approved educator
3    preparation programs and public community colleges subject
4    to the Public Community College Act.
5        (5) Illinois public school districts, charter schools
6    authorized under Article 27A of this Code, and joint
7    educational programs authorized under Article 10 of this
8    Code for the purposes of providing career and technical
9    education or special education services.
10        (6) A not-for-profit organization that, as of December
11    31, 2014 (the effective date of Public Act 98-1147), has
12    had or has a grant from or a contract with the State Board
13    of Education to provide professional development services
14    in the area of English Learning to Illinois school
15    districts, teachers, or administrators.
16        (7) State agencies, State boards, and State
17    commissions.
18        (8) Museums as defined in Section 10 of the Museum
19    Disposition of Property Act.
20    (h) Approved providers under subsection (g) of this
21Section shall make available professional development
22opportunities that satisfy at least one of the following:
23        (1) increase the knowledge and skills of school and
24    district leaders who guide continuous professional
25    development;
26        (2) improve the learning of students;

1        (3) organize adults into learning communities whose
2    goals are aligned with those of the school and district;
3        (4) deepen educator's content knowledge;
4        (5) provide educators with research-based
5    instructional strategies to assist students in meeting
6    rigorous academic standards;
7        (6) prepare educators to appropriately use various
8    types of classroom assessments;
9        (7) use learning strategies appropriate to the
10    intended goals;
11        (8) provide educators with the knowledge and skills to
12    collaborate;
13        (9) prepare educators to apply research to decision
14    making;
15        (10) provide educators with training on inclusive
16    practices in the classroom that examines instructional and
17    behavioral strategies that improve academic and
18    social-emotional outcomes for all students, with or
19    without disabilities, in a general education setting; or
20        (11) beginning on July 1, 2022, provide educators with
21    training on the physical and mental health needs of
22    students, student safety, educator ethics, professional
23    conduct, and other topics that address the well-being of
24    students and improve the academic and social-emotional
25    outcomes of students.
26    (i) Approved providers under subsection (g) of this

1Section shall do the following:
2        (1) align professional development activities to the
3    State-approved national standards for professional
4    learning;
5        (2) meet the professional development criteria for
6    Illinois licensure renewal;
7        (3) produce a rationale for the activity that explains
8    how it aligns to State standards and identify the
9    assessment for determining the expected impact on student
10    learning or school improvement;
11        (4) maintain original documentation for completion of
12    activities;
13        (5) provide license holders with evidence of
14    completion of activities;
15        (6) request an Illinois Educator Identification Number
16    (IEIN) for each educator during each professional
17    development activity; and
18        (7) beginning on July 1, 2019, register annually with
19    the State Board of Education prior to offering any
20    professional development opportunities in the current
21    fiscal year.
22    (j) The State Board of Education shall conduct annual
23audits of a subset of approved providers, except for school
24districts, which shall be audited by regional offices of
25education and intermediate service centers. The State Board of
26Education shall ensure that each approved provider, except for

1a school district, is audited at least once every 5 years. The
2State Board of Education may conduct more frequent audits of
3providers if evidence suggests the requirements of this
4Section or administrative rules are not being met.
5        (1) (Blank).
6        (2) Approved providers shall comply with the
7    requirements in subsections (h) and (i) of this Section by
8    annually submitting data to the State Board of Education
9    demonstrating how the professional development activities
10    impacted one or more of the following:
11            (A) educator and student growth in regards to
12        content knowledge or skills, or both;
13            (B) educator and student social and emotional
14        growth; or
15            (C) alignment to district or school improvement
16        plans.
17        (3) The State Superintendent of Education shall review
18    the annual data collected by the State Board of Education,
19    regional offices of education, and intermediate service
20    centers in audits to determine if the approved provider
21    has met the criteria and should continue to be an approved
22    provider or if further action should be taken as provided
23    in rules.
24    (k) Registration fees shall be paid for the next renewal
25cycle between April 1 and June 30 in the last year of each
265-year renewal cycle using ELIS. If all required professional

1development hours for the renewal cycle have been completed
2and entered by the licensee, the licensee shall pay the
3registration fees for the next cycle using a form of credit or
4debit card.
5    (l) Any professional educator licensee endorsed for school
6support personnel who is employed and performing services in
7Illinois public schools and who holds an active and current
8professional license issued by the Department of Financial and
9Professional Regulation or a national certification board, as
10approved by the State Board of Education, related to the
11endorsement areas on the Professional Educator License shall
12be deemed to have satisfied the continuing professional
13development requirements provided for in this Section. Such
14individuals shall be required to pay only registration fees to
15renew the Professional Educator License. An individual who
16does not hold a license issued by the Department of Financial
17and Professional Regulation shall complete professional
18development requirements for the renewal of a Professional
19Educator License provided for in this Section.
20    (m) Appeals to the State Educator Preparation and
21Licensure Board must be made within 30 days after receipt of
22notice from the State Superintendent of Education that a
23license will not be renewed based upon failure to complete the
24requirements of this Section. A licensee may appeal that
25decision to the State Educator Preparation and Licensure Board
26in a manner prescribed by rule.

1        (1) Each appeal shall state the reasons why the State
2    Superintendent's decision should be reversed and shall be
3    sent by certified mail, return receipt requested, to the
4    State Board of Education.
5        (2) The State Educator Preparation and Licensure Board
6    shall review each appeal regarding renewal of a license
7    within 90 days after receiving the appeal in order to
8    determine whether the licensee has met the requirements of
9    this Section. The State Educator Preparation and Licensure
10    Board may hold an appeal hearing or may make its
11    determination based upon the record of review, which shall
12    consist of the following:
13            (A) the regional superintendent of education's
14        rationale for recommending nonrenewal of the license,
15        if applicable;
16            (B) any evidence submitted to the State
17        Superintendent along with the individual's electronic
18        statement of assurance for renewal; and
19            (C) the State Superintendent's rationale for
20        nonrenewal of the license.
21        (3) The State Educator Preparation and Licensure Board
22    shall notify the licensee of its decision regarding
23    license renewal by certified mail, return receipt
24    requested, no later than 30 days after reaching a
25    decision. Upon receipt of notification of renewal, the
26    licensee, using ELIS, shall pay the applicable

1    registration fee for the next cycle using a form of credit
2    or debit card.
3    (n) The State Board of Education may adopt rules as may be
4necessary to implement this Section.
