1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-606, 3-606.1, and 3-610.1 as follows:
 
6    (625 ILCS 5/3-606)  (from Ch. 95 1/2, par. 3-606)
7    Sec. 3-606. Members of General Assembly. Upon receipt of a
8request of a member of the General Assembly, accompanied by
9the appropriate application and fee, the Secretary of State
10shall issue to the member 2 plates as described in this
11Section. Except as otherwise provided in this Section, if If
12the member so requests, the Secretary shall issue 2 identical
13sets of such registration plates for use on 2 different motor
14vehicles. A member may request that the Secretary of State
15issue registration plates in the name of a corporation when
16the corporation owns or leases the vehicle to be registered
17and the member is an officer or director of that corporation.
18Such registration plates shall be issued for a 2-year period
19beginning January 1 of each odd-numbered year and ending
20December 31 of the subsequent even-numbered year. If the
21application is from a member of the Senate, there shall appear
22on the rear plate, in addition to the designation of the State
23and the year for which the license was issued, the word

1"official" and appropriate wording or abbreviation indicating
2that the holder is a member of the Senate, followed by the
3number of the senatorial district of the member. On the front
4plate, there shall appear appropriate wording or abbreviation
5indicating that the holder is a member of the Senate. If the
6application is from a member of the House of Representatives,
7there shall appear on the rear plate, in addition to the
8designation of the State and the year for which the license was
9issued, the word "official" and appropriate wording or
10abbreviation indicating that the holder is a member of the
11House of Representatives, followed by the number assigned to
12the member. On the front plate, there shall appear appropriate
13wording or abbreviation indicating that the holder is a member
14of the House of Representatives. Numbers 1 through 118 shall
15be assigned and members with the longest length of service as
16members of the legislature shall be given the lower numbers.
17    When members have an equal length of service, the lower
18numbers shall be given in alphabetical order based on
19surnames.
20    A member of the General Assembly who has a disability as
21defined under Section 1-159.1 may request one set of
22specialized plates which display the International Symbol of
23Access and shall be subject to the provisions within Section
243-616. The set of specialized plates displaying the
25International Symbol of Access shall only be issued along with
26the assignment of a corresponding disability placard that must

1be displayed in the vehicle. The surviving spouse of the
2member shall not be entitled to retain this plate.

5    Sec. 3-606.1. Retired members of the General Assembly.
6Upon receipt of a request from a retired member of the General
7Assembly, accompanied by the appropriate application and fee,
8the Secretary of State shall issue to such retired member
9plates bearing appropriate wording or abbreviations indicating
10that the holder is a retired member of the General Assembly.
11Such plates may be issued for a 2 year period beginning January
121st of each odd-numbered year and ending December 31st of the
13subsequent even-numbered year. Except as otherwise provided in
14this Section, upon Upon the death of a retired member who has
15been issued a retired member of the General Assembly plate,
16that member's surviving spouse shall be entitled to retain the
17plate so long as the surviving spouse is a resident of Illinois
18and transfers the registration to his or her name within 90
19days of the death of the retired member.
20    A retired member of the General Assembly who has a
21disability as defined under Section 1-159.1 may request one
22set of specialized plates which display the International
23Symbol of Access and shall be subject to the provisions within
24Section 3-616. The set of specialized plates displaying the
25International Symbol of Access shall only be issued along with

1the assignment of a corresponding disability placard that must
2be displayed in the vehicle. The surviving spouse of the
3retired member shall not be entitled to retain this plate.
4    "Retired member" means any individual who (a) has served
5as a member of the General Assembly for a minimum of 6 years,
6or (b) is 62 or older, has served as a member of the General
7Assembly for a minimum of 4 years, and retired prior to the
8convening of the 83rd General Assembly.
9    The fees and procedures relating to such plates for
10retired members of the General Assembly shall be the same as
11the fees and procedures applicable to personalized plates
12issued under this Code.

15    Sec. 3-610.1. Retired members of the Illinois
16congressional delegation. Upon receipt of a request from a
17retired member of the Illinois congressional delegation,
18accompanied by the appropriate application and fee, the
19Secretary of State shall issue to the retired member special
20registration plates bearing appropriate wording or
21abbreviations indicating that the holder is a retired member
22of the Illinois congressional delegation. The plates may be
23issued for a 2 year period beginning January 1st of each
24odd-numbered year and ending December 31st of the subsequent
25even-numbered year.

1    An applicant shall be charged a $15 fee for original
2issuance in addition to the applicable registration fee. This
3additional fee shall be deposited into the Secretary of State
4Special License Plate Fund. For each registration renewal
5period, a $2 fee, in addition to the appropriate registration
6fee, shall be charged and shall be deposited into the Retired
7Members of the Illinois Congressional Delegation Fund.
8    A retired member of the Illinois Congressional delegation
9who has a disability as defined under Section 1-159.1 may
10request one set of specialized plates which display the
11International Symbol of Access and shall be subject to the
12provisions within Section 3-616. The set of specialized plates
13displaying the International Symbol of Access shall only be
14issued along with the assignment of a corresponding disability
15placard that must be displayed in the vehicle. The surviving
16spouse of the retired member shall not be entitled to retain
17this plate.
18    "Retired member of the Illinois congressional delegation"
19means any individual who has served as a member of the U.S.
20Senate or U.S. House of Representatives representing the State
21of Illinois. The term does not include an individual who is
22serving in the U.S. Senate or U.S. House of Representatives.
