SYNOPSIS AS INTRODUCED:

105 ILCS 5/2-3.196 new

    Amends the State Board of Education Article of the School Code. Provides that the State Board of Education shall administer the School International Trips Program from the funds appropriated from the School International Trips Program Fund for the purpose of making international school trips available to low-income students in disadvantaged neighborhoods. Sets forth who will be able to receive grants and provisions concerning rulemaking. Amends the State Finance Act to make a conforming change.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.990 as follows:
 
6    (30 ILCS 105/5.990 new)
7    Sec. 5.990. The School International Trips Program Fund.
 
8    Section 10. The School Code is amended by adding Section
92-3.196 as follows:
 
10    (105 ILCS 5/2-3.196 new)
11    Sec. 2-3.196. School International Trips Program.
12    (a) The State Board of Education shall administer the
13School International Trips Program from the funds appropriated
14from the School International Trips Program Fund for the
15purpose of making international school trips available to
16low-income students in disadvantaged neighborhoods. School
17International Trips grants shall be made available to public
18schools, charter schools, area vocational centers, and
19laboratory schools in which the percentage of students
20classified as low income exceeds the State average. Grant
21recipients shall use grant proceeds to conduct, or contract

1with a third party to conduct, programming that educates,
2encourages, and promotes obtaining skills and career
3opportunities in the fields of science, technology,
4engineering, art, and math. Priority shall be given to
5programs that provide hands-on experience and programs that
6focus on promoting young women to enter into the fields of
7science, technology, engineering, art, and math.
8    (b) The State Board of Education may adopt all rules
9necessary for the implementation and administration of the
10School International Trips Program, including, but not limited
11to, rules defining application procedures and prescribing a
12mechanism for disbursing grant funds if requests exceed
13available funds.
14    (c) There is created in the State treasury the School
15International Trips Program Fund. The State Board shall have
16the authority to make expenditures from the Fund pursuant to
17appropriations made for the purposes of this Section. There
18shall be deposited into the Fund such amounts, including, but
19not limited to, any appropriations, grants, or gifts made to
20the fund.
