1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. Air Quality in Schools Task Force
8    (a) The Air Quality in Schools Task Force is created. The
9purpose of the task force is to study and make recommendations
10to the General Assembly on air quality goals for elementary,
11middle and high schools, processes to assess current
12ventilation systems in schools, processes to improve
13ventilation after assessment, and potential State and federal
14funding sources to improve school school air quality in the
15State.
16     The Commission shall consist of the following members:
17        (1) One member appointed by the Speaker of the House
18    of Representatives.
19        (2) One member appointed by the Minority Leader of the
20    House of Representatives.
21        (3) One member appointed by the President of the
22    Senate.
23        (4) One member appointed by the Minority Leader of the

1    Senate.
2        (5) One member appointed by the Office of the
3    Governor.
4        (5) One member of the State Board of Education,
5    appointed by the State Superintendent of Education.
6        (6) One member appointed by the Director of the
7    Illinois Environmental Protection Agency.
8        (7) One member from a group representing State school
9    boards, appointed by the State Superintendent of
10    Education.
11        (8) One member from a labor union that trains
12    individuals to perform ventilation assessments and work on
13    ventilation systems in large buildings, appointed by the
14    State Superintendent of Education.
15        (9) One member from a labor union representing State
16    teachers, appointed by the State Superintendent of
17    Education.
18        (10) Two parents of students currently attending
19    school, appointed by the State Superintendent of
20    Education.
21    (b) The State Board of Education shall provide
22administrative assistance and necessary staff support
23services.
24    (c) The task force shall issue a report on air quality
25goals for elementary, middle and high schools, processes to
26assess current ventilation systems in schools, processes to
